documentation regarding the organization,the plan for tree planting and completion of the purchase of the <br /> tree planting. <br /> Potential Significant Effect <br /> Without proper mitigation, the project has the potential to significantly impact air quality and global <br /> climate change from greenhouse gas emissions. <br /> Description of Specific Impact <br /> Greenhouse gas emissions were calculated for the baseline disposal rate of 425 tpd and the proposed <br /> 2,000 tpd disposal rate. The greenhouse gas emissions increase attributed to the Project is equal to the <br /> difference between the 2,000 tpd case and the baseline case. <br /> Baseline emission sources include: diesel engines used in offroad mobile source equipment; diesel <br /> engines in heavy-heavy duty trucks (HHDT) used for transport of waste material to the disposal site; and <br /> emissions from light duty motor vehicles used for employee commute and travel. The Project is not <br /> expected to result in emissions of fluorocarbons or sulfur hexafluoride. In addition to these sources, the <br /> 2,000 tpd case includes landfill gas emissions(LFG or biogas)and emission from flaring LFG. <br /> The extent to which Project emissions of greenhouse gases contribute to global warming and climate <br /> change cannot be correlated with specific impacts. The analytic tools and scientific data needed to <br /> evaluate such impacts are not available. Therefore it is not possible to predict how the increase in <br /> greenhouse gas emissions from the Project will affect local climatology within the Project area. <br /> However, the H. M. Holloway Landfill will be subject to regulations established by CARB pursuant to <br /> AB 32. The use of the flare to combust landfill gas will reduce methane to carbon dioxide. Carbon <br /> dioxide has a lower capacity to cause global warming effects. <br /> The proposed Project's estimated emissions of CO2 at 8,045.25 metric tons of CO2 equivalent,5,551.6894 <br /> metric tons CO2 equivalent of methane, and 36.5592 metric tons CO2 equivalent of nitrous oxide, have <br /> been calculated as the Project impacts of greenhouse gas emissions and contribution to global climate <br /> change. The total emissions is calculated at 13,633.4986 CO2 equivalent metric tons. <br /> At this time there are no established thresholds or guidelines for the project level of greenhouse gases that <br /> should be considered significant. While Senate Bill 97 directs the Governor's Office of Planning and <br /> Research (OPR)to develop such guidance, at the time of circulation of this document, there has been no <br /> direction. In the absence of a threshold and evidence in the record of the appropriate nexus between a site <br /> specific project and global climate change the project level effects are considered less than significant. <br /> Findins <br /> Changes or alterations have been required in, or incorporated into the project that substantially lessen the <br /> potentially significant effect as identified in the Final EIR, so that environmental effects after such <br /> mitigation are reduced to a less than significant level. <br /> Brief Explanation of the Rationale for the Finding <br /> Pursuant to Public Resources Code Section 21081(a)(1), the Board of Supervisors finds that the project's <br /> adherence to mitigation measures 4.1-4 and 4.1-5 will reduce the potential impact of this significant effect <br /> to a less than significant level. <br /> -- - .. -...- _.. ... ... .. .........- ---------- .._.......... __. .._..._.... ...................... <br /> Findings of Fact—Section 15091 March 15,2016 <br /> H.M.Holloway Landfill Modification Project Final Board of Supervisors <br /> 7 <br />
