SAN )O A Q U I N Environmental Health Department <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY FUEL CENTER#2600 1 1987 W ELEVENTH ST, TRACY June 18, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to <br /> be tested. <br /> The 87 product, 91 product and Diesel product spill container failed to have a 5 gallon capacity. All spill containers <br /> shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or <br /> cleaned up.The service technician conduct the 60 minutes hydrostatic test with passing results on all spill container <br /> to verify integrity. Immediately contact a properly licensed,trained, and certified contractor to repair or replace the <br /> spill container under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> -Owners or operators of underground storage tanks that do not meet California Code of regulations,title 23 division <br /> 3, chapter 16 section 2635(c)(2)shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair.The site conducted the test on 2/21/19, over four <br /> months late. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the <br /> regulation and submit test results within 30 days of performing the inspection. Overfill prevention equipment <br /> inspection is required once by October 13th, 2018 and every 36 months thereafter. Take all necessary precautions <br /> to ensure testing is performed in a timely manner. <br /> Furthermore overfill prevention equipment inspection results submitted to EHD on 3/22/19 for testing conducted on <br /> 2/21/19 show failed results for the 87 product, 91 product and diesel product tanks. <br /> All UST systems must be equipped with an approved, functional overfill prevention device at all times during fuel <br /> deliveries. The failed components must be repaired or replaced by a properly licensed,trained, and certified <br /> contractor under permit and inspection of the EHD. If the failed components can't be replaced immediately,there is <br /> a possibility that the 87 product, 91 product and diesel product UST systems may be red tagged to prevent fuel <br /> inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 18th, 2019. <br /> NOTE: Due to unavailability of San Joaquin County Environmental Health department inspectors, an inspector from <br /> the San Joaquin county environmental health department was not present during the entire monitoring system <br /> certification conducted on 6/18/19. The inspector was able to witness inside the under dispenser containment, the <br /> submersible turbine pump sumps, and spill containers of the UST system. EHD awaits the monitoring system <br /> certification results to review the functionality and communication of the monitoring system.
