Dark oil stains are on the floor in between the Marcel <br /> Pegard and the east shor roll up door. The large trough with nut knocker has leaked oil onto the shop floor. The small <br /> trough has leaked oil ontc the shop floor. The Tarnow small lathe generates metal fines and has leaked oil onto the <br /> shop floor. Oil has leaked onto the shop floor from the Kent grinder and Correa F31LIA and work table at the north end <br /> of the south maintenance shop. Outside at the north end of the facility, there is a John Deere excavator, Fast Trax, <br /> and an Extec construction equipment that has leaked vehicle fluids onto the dirt and rocks. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or <br /> surface water which coulc threaten human health or the environment. Immediately clean up the spilled equipment <br /> fluids, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Spilled oil has been allowed to accumulate in the portable secondary containment tubs in the hazardous waste <br /> storage shed. Oil has been spilled on the cracked concrete bermed floor of the hazardous waste storage shed. All <br /> facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> A full 55 gallon drum of waste oil and a 55 gallon drum of hazardous waste oily water was left open in the hazardous <br /> waste storage shed. All hazardous waste containers shall be closed at all times except when adding or removing <br /> waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or <br /> removing waste. <br /> This is a repeat violation, Class 11. <br /> 601 CCR 66262.34(d) Stored iazardous waste onsite greater than 180 days. <br /> Facilities who generate les than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br /> on site at any time may st re waste on site up to 180 days. In the hazardous waste storage shed are five 55 gallon <br /> drums for used oil and two 55 gallon drums of hazardous waste oily water that have not been marked with the <br /> accumulation start date. Since it cannot be determined how long the hazardous waste has been on site, immediately <br /> contact a licensed hazardous waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to <br /> the EHD within 30 days. <br /> This is a Class II violation. <br /> Page 4 of 6 <br />
