DELICATO
VINEYARDS
August 19, 1996
Mr. Ed Padilla
San Joaquin County Public Health Services
Environmental Health Division
P.O. Box 388
Stockton, CA 95201-0388
Dear Mr. Padilla:
Delicato Vineyards has as part of its operation, a composting function that handles disposal of the
viticultural by-products from our winemaking process. From the recently enacted composting regulations,
we are obligated to notify the local enforcement agency of our agricultural material composting
operations,as described in Title 14,Division 7, Chapter 5.0, Article 3.0 of the California Code of
Regulations.
We understand San Joaquin County Public Health Services to be the local enforcement agency for
monitoring composting operations at our facility. To full-ill our notification obligation,we are providing
you with the necessary information as outlined in the regulations referred to above.
The definition of our composting operation follows the criteria set forth as"Agricultural Material
Composting Operations" in Title 14,Division 7, Chapter 3.1,Article 1, Section 17852, (f)of CCR.
Section 17855 allows the agricultural based compost we produce,to be sold or given away without
restriction up to 2,500 cubic yards. Since our desire is to sell in excess of 2,500 cubic yards, our process
will no longer qualify as an excluded activity per definition in Section 17855 and requires us to provide
the notification of operation to the local enforcement agency per Section 17856.
Following the direction given in Article 3.0,commencing with Section 18100,we submit the appropriate
notification information contained in the attached document.
Additionally, per your instruction,we have included the$156.00 fee for the Plan Check of our compost
operation.
If you require further information regarding this operation, please contact Steve Rapp at(209)239-1215.
Sincerely,

Step en A.
