i <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER R5-2013-0028 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DELICATO VINEYARDS, INC. <br /> DELICATO FAMILY VINEYARDS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Regional Board, Central Valley Region, <br /> (hereafter Central Valley Water Board) finds that: <br /> 1. On 19 March 2010, Delicato Family Vineyards, Inc., (hereafter"Discharger") <br /> submitted a Report of Waste Discharge (RWD) for an existing winery facility <br /> located in San Joaquin County, California. An amended RWD was submitted on <br /> 29 February 2012, with additional information provided on various dates in <br /> October and November 2012. <br /> 2. Waste Discharge Requirements (WDRs) Order No. 96-077 was adopted by the <br /> Central Valley Water Board on 22 March 1996 to regulate wastewater discharges <br /> associated with Discharger's winery operations. The Monitoring and Reporting <br /> Program (MRP), was revised on 14 September 2001 to include quarterly <br /> groundwater monitoring. <br /> 3. The Discharger owns and operates the winery facility and is responsible for <br /> compliance with these WDRs. The facility consists of approximately 140 acres of <br /> vineyards, administrative and wine production buildings, two unlined shallow <br /> wastewater ponds used as pumping sumps, and 23 acres of Land Application <br /> Areas (LAAs) for the discharge of winery wastewater. Domestic wastewater is <br /> discharged to several separate septic tank/leachfield systems regulated by the <br /> San Joaquin County Environmental Health Department. <br /> 4. The facility is located at 12001 S. Highway 99 in Manteca, California (Section 17, <br /> T1S, R7E, MDB&M). The facility occupies San Joaquin County Assessor's Parcel <br /> Numbers (APN) APN 204-04-007, 204-04-008, 204-04-009, 204-04-010, 204-04- <br /> 012, 204-04-014, 204-04-016, 204-05-007, 204-05-008, 204-05-009, 204-05-010, <br /> 204-05-011, 204-05-014, 204-05-023, and 204-05-024. A topographic map of the <br /> site is shown on Attachment A, which is attached hereto and made part of this <br /> Order by reference. <br /> 5. Order 96-077 allows a maximum daily wastewater flow of up to 0.325 million <br /> gallons per day (MGD), which is equivalent to a total annual flow of 119 million <br /> gallons per year (MGY). The Discharger currently discharges approximately 0.153 <br /> MGD (56 MGY) and proposes to further expand winery operations, increasing <br /> daily wastewater discharge to 0.197 MGD (72 MGY). Process wastewater is <br /> currently collected from three sumps within the winery facility and conveyed to two <br /> unlined shallow wastewater ponds used as pumping sumps and then discharged <br />
