According to the manager, <br /> Pape Machinery services several machines and takes the used oil and oil filters back with them. Per California <br /> Health&Safety Code(HSC)25163, a valid hazardous waste transporter license is required to transport hazardous <br /> waste. Per Title 22 California Code of Regulations(CCR)66266.130,oil filters that are not completely drained need <br /> to be managed as hazardous waste. If the oil filters are completely drained,they can be disposed of via recycling. <br /> A bill of lading needs to be left with the facility for drained oil filters. Per 22 CCR 66266.130(c)(5), a bill of lading <br /> needs to indicate:the generator and transporter, the receiving company names, addresses and telephone numbers, <br /> the quantity and size of the used oil filter containers transferred, and the date of transfer. If the oil filters are being <br /> taken as recycling, immediately start to store the bill of ladings when the waste leaves the site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 5, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
