Facilities shall be maintained and operated to <br /> minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could <br /> threaten human health or the environment. Immediately clean the standing oil on the lid of the black used oil filter <br /> drum and clean up the stained rags and floor near the machinery on the south side of the shop and manage <br /> according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining <br /> how this waste was managed. <br /> This is a minor violation. <br /> 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. <br /> The fire extinguisher located adjacent the used oil tank was found not fully charged. All facilities shall be equipped <br /> with properly charged fire extinguishers, an internal communication or alarm system, a device capable of calling <br /> outside emergency help, spill control equipment, and decontamination equipment at all times. Immediately remove <br /> the improperly charged fire extinguisher, replace it with a properly charged fire extinguisher, and maintain all <br /> emergency equipment on site. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The used oil tank label was missing the hazardous waste properties. Pamela Becker, manager, marked the <br /> hazardous waste properties for the used oil tank at the time of inspection.The 55-gallon drum containing used <br /> antifreeze lacked all of the required hazardous waste labeling requirements. Two 5-gallon blue open buckets, one <br /> containing used oil and two oil filters, and the other containing only used oil, lacked all of the required hazardous <br /> waste labeling information. Christopher Becker, a mechanic and owner of the business, placed the used oil found in <br /> the two buckets into the used oil tank, and placed the two filters in the used oil filter drum.All hazardous waste <br /> containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information.
