Title 14 California Code of Regulations Section 17410.4- The operator shall take <br /> adequate steps to control or prevent the propagation, harborage and attraction of flies, <br /> rodents, or other vectors, and animals, and to minimize bird attraction. <br /> 2. Title 14 California Code of Regulations Section 17312- In all cases in which garbage <br /> and rubbish are combined, the standards for garbage shall prevail. The property owner or <br /> occupant shall store solid waste on his premises or property or shall require it to be stored <br /> or handled in such a manner so as not to promote the propagation, harborage, or attraction of <br /> vectors, or the creation of nuisances. <br /> 3. Title 14 California Code of Regulations Section 17315- Property owners and tenants <br /> shall deposit all garbage and putrescible matter or mixed garbage and rubbish in <br /> containers which are either non-absorbent, water-tight, vector-resistant, durable, easily <br /> cleanable, and designed for safe handling, or in paper or plastic bags having sufficient <br /> strength and water tightness and which are designed for the containment of refuse. <br /> Containers for garbage and rubbish should be of an adequate size and in sufficient numbers <br /> to contain without overflowing, all the refuse that a household or other establishment <br /> generates within the designated removal period. Containers when filled shall not exceed <br /> reasonable lifting weights for an average physically fit individual except where <br /> mechanical loading systems are used. Containers shall be maintained in a clean, sound <br /> condition free from putrescible residue. <br /> 4. San Joaquin County Ordinance Title 5, Division 2, Chapter 4, Section 5-2402- Any <br /> person maintaining any premises within the County where refuse or waste matter of any kind <br /> is created, produced, or accumulated upon such premises shall procure a metallic or <br /> plastic container or containers with close-fitting covers for receiving and holding, <br /> without leakage of liquids or escape of odors, all such refuse or waste matter of any kind <br /> which is produced, created, or accumulated upon such premises, and all such persons shall <br /> deposit all such refuse or waste matter of any kind in such a container. All such <br /> containers shall at all times be kept in a sanitary condition, and good repair, and shall <br /> be located in such a place as to be readily accessible for removing and emptying the same, <br /> but such containers shall not be placed within the traveled portion of any street, road, <br /> or avenue in the County, or anywhere in such manner as to constitute a nuisance. No such <br /> container shall be placed in a location so as to require a refuse collector or his agents <br /> or employees to be physically endangered by dogs or other animals or by other causes while <br /> in the process of removing and emptying such containers. The individual containers shall <br /> have a capacity of not greater than thirty-five (35) gallons and shall weigh, when placed <br /> for collection, not more than fifty (50) pounds, except where mechanical loading systems <br /> are used. <br /> Also, since I've done the inspection on 9/17/12, I have 30 days (10/17/12) to submit my <br /> inspection report to the state (CalRecycle) .
