PUBLIC HEALTH SER*VICESPgUlry
SAN JOAQUIN COUNTY r.
JOGI KHANNA M.D.,M.P.H.
Health Officer
P.O. Box 2009 (1601 East Hazelton Avenue) Stockton,California 95201
(209) 468-3400
October 11, 1990
City of Lodi
Community Development Department
221 W. Pine Street
Lodi, California 95240
Re: Notice of Preparation of Draft E. I.R. , California Waste
Removal Systems, Inc. Transfer Station Expansion.
San Joaquin County Public Health Services, Environmental Health
Division has reviewed The Notice of Preparation and has the
following comments:
1. The project description, Item 3 of the City's summary page,
states that expansion will increase resource recovery from 650
tons/day to 2000 tons/day. These figures refer to the
quantities of incoming waste not to the quantities of
materials that are recovered or recycled.
-'2 . The Notice of Preparation states that this project will expand
the transfer station from 12. 16 to 17. 71 acres. The December
1988 Deport of Station Information states that the existing
Solid Waste Facilities Permit allows for a large volume
transfer station on a six acre site. Please provide a map
that clearly identifies the following:
A. Boundaries and total acreage of the existing station.
B. Boundaries and acreage of proposed expansion area.
® C. Boundaries and acreage of permitted area.
3 . The NOP addresses projected increases in compostable
materials. What are the other anticipated sources of refuse
that will increase the daily tonnage at the station? How much
,of the refuse received at the transfer station is generated in
San Joaquin County? Will this percentage change when the
station is expanded?
4 . What is the time table for expansion of the transfer station?
What impact will the construction phase have on the daily
operation of the station?
A Division of San Joaquin County Health Care Services
