Box 2009 <br /> 1601 East Hazelton Avenue <br /> Stockton, CA 95201 <br /> Attn: Mr. Ed Padilla <br /> Subject: Establishment of a Soils Recycling Facility at <br /> California Waste Removal Systems, 1333 East <br /> Turner Road, Lodi, CA <br /> Dear Mr. Padilla: <br /> There are several companies and individuals referenced in the <br /> enclosures. A brief description of their interrelationships <br /> follows. <br /> Environmental Management Technologies, Inc. (EMTI) and Recovery <br /> Specialists, Inc. had formed a joint venture with the objective <br /> of establishing a facility to treat and recycle fuel contaminated <br /> soil on property leased from California Waste Removal Systems in <br /> Lodi . the permits associated with this facility, including the <br /> air permit, the conditional use permit and the certification of a <br /> negative declaration, were issued to EMTI . The recent unexpected <br /> death of the founder of EMTI necessitated the dissolution of the <br /> joint venture; however, a new partnership has been formed to <br /> establish the Soils Recycling Facility in Lodi . <br /> Two of the partners in the new partnership, Western Soils <br /> Recycling, are Recovery Specialists, Inc. and Mr. Gary W. Elston, <br /> a sole proprietor. Mr. Elston was formerly President of EMTI . <br /> Permits and approvals previously issued to EMTI are being <br /> transferred to Western Soils Recycling. <br /> The purpose of this submittal is to request your approval of an <br /> addendum to Califor Waste Removal Systems' Report of Station <br /> Information which allow us to proceed with the godstruction <br /> and operation of the Soils Recycling Facility. <br /> If you have questions or need additional information, please <br /> contact Mr. David Vaccarezza at (209) 369-8274 or me at (916) <br /> 933-1561 .
