Box 241001
Lodi, CA 95241
RE: Compost Testing Requirements
San Joaquin County Environmental Health Division (EHD) has reviewed the testing
data submitted for composted green waste material at California Waste Removal
Transfer Station. There seems to be some confusion as to what tests need to be
conducted on the composted green waste.
Below are listed the specific test requirements as mandated by the green waste
regulations:
1. Daily temperature readings of compost per 100 feet of windrow or 250 cubic
yards of active compost (CCR 17877). Weekly temperature readings of non-
active compost per 100 feet of windrow or 250 cubic yards (CCR 17876 (5).
2. Leachate testing of organo-phosphates using EPA method 8140 using one
sample of leachate from five separate composting batches, plus nitrate testing
(CCR 17876 (A) 1). These testing results should also be sent to the Regional
Water Quality Control Board.
3. Environmental Health Standards - metal concentrations testing as outlined in
CCR 17887. Representative composite sample for every 5,000 cubic yards of
green compost produced shall be tested.
4. Pathogen Reduction Standard - Pick a method to be utilized as outlined in CCR
17887 (2).
5. All analysis for constituents and pathogens shall be performed by a Department
of Health Services certified laboratory. Quality Assurance/Quality Control
(QA/QC) documents shall be included. A certification that indicates the
pathogen reduction criteria are met. The certification shall be completed using
CIWMB Form 5000.
A Division of San Joaquin County Health Care Services
