Californ0ift a !ip.
removal ry rtemr
July 12 , 1994
Mr. Ed Padilla
Environmental Health Division
Public Health Services
San Joaquin County
P.O. Box 388
Stockton, California 95201-0388
Dear Ed,
I am writing this letter is response to your correspondence of
June 22 , 1994 . In your letter you have pointed out some areas in
which our compliance efforts are incomplete based on the current
green waste regulations. In our telephone conversation yesterday,
you were able to further clarify some of these items.
We are very committed to meeting or exceeding all of the regulatory
criteria which is set forth. To accomplish this, we have
contracted with Integrated Recycling Inc. of Sacramento to develop
and implement a compliance and quality control program which not
only meets the current regulations but is postured towards
compliance with the new regulations.
To date we have already submitted to a laboratory new compost
samples for the purpose of determining metal concentrations and
upgraded our practice of daily temperature readings per option 1 of
section 17887 to meet the pathogen reduction standards. As I
mentioned on the telephone yesterday the City of Lodi has been in
the practice of sampling our surface runoff several times per year
for the purpose of monitoring the water content for pH and other
testing criteria. As you suggested, we will investigate both
whether the City's lab is state approved and whether the battery of
tests they are currently doing satisfy the criteria of EPA method
8140. We also intend to complete the pathogen reduction
certification using CIWMB form 5000 and submit it as soon as the
laboratory results are returned.
1333 E.TURNER ROAD P.O.
