See violation 103. <br /> 2.A broken 1.75 oz. bottle of flammable Testors Dullcote Top Coat liquid (item#1707090)and dry white pieces of <br /> what appeared to be the dried top coat,was observed in a plastic bag inside the Corrosive Hazardous Waste <br /> container.The bottle appeared to have been broken and spilled the top coat liquid material, however there was no <br /> spill clean-up material found. Carol Arredondo,Assistant Store Manager, Fatima Kascht, Sr.Assistant Store <br /> Manager, and Cynthia Lopez,Assistant Store Manager,were unable to determine what happened to the flammable <br /> liquid missing from the bottle, nor who had placed the broken bottle and dry pieces of top coat into the Corrosive <br /> Hazardous Waste container.The New Waste Inventory Log, posted in the hazardous waste storage area, did not <br /> list the Testors Dullcote Top Coat.According to the SDS, Testors Dullcote Top Coat is an extremely flammable <br /> liquid and vapour. Fatima moved the bagged broken bottle into the Flammable Hazardous Waste container at the <br /> time of inspection. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train/re-train the employees. Provide proof of training/re-training, and a copy <br /> of the training materials,within 30 days to the San Joaquin County Environmental Health Department(EHD)for <br /> employees whose responsibilities include hazardous waste. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Notes: <br /> -According to the facility's California Hazardous Waste Program, the facility is to send a copy of the generator <br /> copy of the hazardous waste manifests to the Department of Toxic Substances Control (DTSC)within 30 days <br /> of the shipment date. The generator copy of Uniform Hazardous Waste Manifest(UHWM) number <br /> 000913870WAS (7/18/2019) may not have been sent to the California Department of Toxic Substances Control <br /> (DTSC)within 30 days of hazardous waste shipment, since this manifest was not found on DTSC's Hazardous <br /> Waste Tracking System. <br /> An inspection checklist was provided to the facility operator on the day of inspection.
