Nustar Terminals Operations Partnership, LP <br /> UST Abandonment Work Plan <br /> 3505 Navy Dr. Stockton, CA 95206 <br /> Introduction <br /> This work plan details the tasks that will be performed to decommission an underground <br /> storage tank ( UST ) in - place at the NuStar Terminals Operations Partnership , LP <br /> ( Nustar) located at 3505 Navy Drive , Stockton , CA ( Figure 1 ) . Nustar plans to <br /> decommission the UST in - place in accordance with this work plan and state and local <br /> regulations California Code of Regulations Title 23 Chapter 16 . This work plan details <br /> the decommissioning , environmental assessment , materials disposal , and tank filling <br /> tasks that will be performed . <br /> Scope of Activities <br /> Nustar and their contractors will perform the following tasks to properly abandon the <br /> UST : <br /> 1 . Obtain the required permits and authorizations from the local fire department and <br /> San Joaquin County Environmental Health Department ( SJCEHD ) , <br /> 2 . Clean and decontaminate the UST and associated collection lines , <br /> 3 . Dispose of tank and line cleaning fluids , <br /> 4 . Perform and environmental assessment of soil and groundwater, if encountered , <br /> and <br /> 5 . Slurry fill the tank and associated lines in place . <br /> UST Closure Permit Application and Authorization <br /> Nustar has completed the necessary applications , forms , and worksheets and included <br /> them in this package . This includes : <br /> • A completed Application for the Closure of the UST and Authorization to Release <br /> laboratory analytical data is provided in Appendix A . <br /> • UST Program Fee Worksheet in Appendix B <br /> • Environmental Site Assessment work plan and Site Health and Safety Plan is <br /> provided in Appendix C . <br /> • Written approval from the local Fire Department for Closure In Place is provided <br /> B <br /> n Appendix D . <br /> NuStar has procured several contractors to assist with the project including . The <br /> applicable contractors are specified in the permit application and described below with <br /> tasks descriptions . <br /> Tank and Piping Description <br /> The UST was installed in 1987 . The tank is used to accumulate dewatering water that <br /> drained from the bottom of the larger above- ground storage tanks (ASTs ) located at the <br /> terminal . Figure 2 is a 1987 installation drawing showing the facility layout and tank <br /> location which remains the same . The ASTs have held diesel and gasoline products <br /> 1 <br />
