NuStar Terminals Operations Partnership, LP <br /> UST Abandonment Work Plan <br /> 3505 Navy Dr. Stockton, CA 95206 <br /> since 1987 . Tank dewatering fluids are gravity drained from the ASTs through below <br /> ground lines into the UST . <br /> According to installation records , the tank is a Xerxes double -walled fiberglass 6 , 000- <br /> gallon capacity tank . There is approximately 410 linear feet of below ground collection <br /> lines leading to the UST . Collection lines consist of 3 - inch fiberglass drainpipe inside a <br /> 4-inch fiberglass secondary containment pipe . <br /> UST and Line Decontamination and Cleaning <br /> Nustar has procured Ponder Environmental Services , Inc . ( EPA ID CAR000180737 ) to <br /> perform the UST and collection line cleaning , cleaning fluid recovery , and cleaning fluid <br /> waste transport for disposal . <br /> Ponder does not plan to enter the UST . Ponder will flush all drain lines and recover the <br /> accumulated fluid from the UST via vacuum truck . Following line flushing , Ponder will <br /> triple rinse the UST using high - pressure water . UST rinsate will be collected via vacuum <br /> truck . Once triple rinsing it completed , the UST will be considered a hydrocarbon free <br /> atmosphere . <br /> Line and tank cleaning fluids will manifested and transported by Ponder Environmental <br /> Services to Potrero Hills Landfill for disposal . <br /> Environmental Site Assessment <br /> Nustar procured WGR Southwest , Inc . (WGR ) to perform the environmental <br /> assessment of the lines and UST . WGR develop a work plan detailing the soil sampling , <br /> and if necessary , groundwater sampling scope and methodology . WGR ' s work plan is <br /> provided in Appendix C . WGRs work plan is appended with a health and safety plan . <br /> UST and Line Slurry Filling <br /> Subsequent to success flushing and cleaning , LR Varwig & Sons (Varwig ) will slurry fill <br /> all collection lines and the UST in - place . The local fire department' s written approval to <br /> Close In Place is provided in Appendix D . <br /> Nustar received verbal approval from SJCEHD to decommission the collection lines in - <br /> place due to the presence of buried utilities in close proximity to the collection lines . <br /> Removal of the collection lines would require significant facility downtime and potentially <br /> relocation of underground utilities . <br /> Varwig will fill in - place all collection lines and the UST with 10 stack controlled density <br /> sand slurry . <br /> 2 <br />
