Box 2009 <br /> Stockton, CA 95201-2009 <br /> Dear Mr. Mindt, <br /> ALTERNATIVE COMPOSTING METHOD PROPOSAL <br /> California Waste Removal Systems has been producing compost from <br /> residential yard waste at its Lodi site for 16 years. Over this period we have <br /> consistently strived to improve our composting system in order to accomplish our <br /> goals to produce the highest quality compost possible and to meet the needs of <br /> our customers and any and all pertinent regulations. <br /> Our current composting method, as you noticed on your inspection October <br /> 16th, does not precisely match the CIWMB definitions for "composting <br /> processes" in Section 17852 of the new Compost Regulations. Therefore, we <br /> submit to you for approval our alternative composting method as required in <br /> Section 17868.3.(c). We are confident that our composting method provides <br /> equivalent or greater pathogen reduction to those stated in Section 17868.3 (b).. <br /> OUR ALTERNATIVE COMPOSTING APPROACH - TRAPEZOID WINDROW <br /> California Waste utilizes a mechanically turned, trapezoidal shaped, windrow, <br /> herein called "trapezoid windrow". A schematic cross-section view of the <br /> trapezoid windrow can be seen in Figure 1. <br /> Freshly ground yard waste is placed at one end while finished compost is <br /> removed from the other end. A mechanical compost turner/stacker travels in a <br /> direction perpindicular to compost flow scraping off a portion from one side and <br /> stacking it up on the other. <br /> The ground yard waste is oxygenated naturally during the scraping and stacking <br /> process. The material is not compacted so additional oxygen is also available to <br /> the microorganisms via diffusion. <br /> California Waste currently operates three trapezoid windrows at the Lodi site. <br /> 1333 E.
