1.0 INTRODUCTION <br /> This document is a Used Oil Sampling and Analysis Plan (SAP) prepared for use by BNSF <br /> Railway Company. Within California, BNSF operates thirty-one (31) facilities that are <br /> associated with the maintenance and repair of locomotives, rail-bound or off-road equipment. <br /> Table 1 presents a summary of the 31 BNSF locations that are included in this SAP. During the <br /> 2013 calendar year, a cumulative total of approximately 3,297 tons of used oil (Waste Code <br /> 221) was generated at these facilities. All of the used oil generated from these facilities was <br /> managed as hazardous waste and shipped offsite for recycling under uniform hazardous waste <br /> manifests. <br /> The purpose of the SAP is to collect representative samples for analysis to demonstrate the purity <br /> (as defined in HSC Code Section 25250) and hazardous characteristics including ignitability, <br /> corrosivity, reactivity, and toxicity (as defined in California Code of Regulations Section 66261 et. <br /> seq.), of the used oil generated by BNSF. <br /> 1.1 Used Oil Sampling Locations <br /> BNSF's primary locomotive maintenance facilities are located in Barstow, Commerce, and <br /> Richmond, California. These three facilities are classified as Large Quantity Generators of <br /> hazardous waste, exclusively related to the quantity of used oil generated. The remaining <br /> twenty-eight BNSF facilities addressed in this document are considered either Small Quantity <br /> Generators or Conditionally Exempt Small Quantity Generators. <br /> For the purpose of supporting the hazardous waste variance application, collection and analysis <br /> of representative samples from nineteen (19) of the BNSF facilities that generate used oil will be <br /> performed. Factors considered in identifying sampling locations include 1) the quantity of used <br /> oil generated and 2) the geographic location of the facility. The general intent of the sampling <br /> regime was to collect at least one representative sample from a facility under the regulatory <br /> jurisdiction of each Consolidated Unified Permitting Agency (CUPA). <br /> 1.2 Used Oil Sampling Frequency <br /> Used oil generated from the three primary locomotive maintenance facilities (i.e., Barstow, <br /> Commerce, and Richmond) is stored in above-ground storage tanks (ASTs) equipped with <br /> secondary containment structures. These three facilities are classified as Large Quantity <br /> Generators of hazardous waste, exclusively related to the quantity of used oil generated. Since <br /> these locations generate the majority of BNSF's used oil, representative samples will be <br /> collected during two separate events over a period of approximately 30 days. The two sampling <br /> events are intended to provide additional insight regarding the potential variability in the sample <br /> composition. <br /> Used oil generated at all other BNSF locations is stored in 55-gallon drums or small ASTs <br /> related to industrial wastewater systems. In general, the quantities of used oil generated at <br /> these other locations range from less than 55-gallons to several hundred gallons per year.
