1.3 Purpose and Scope <br /> The purpose of the Used Oil Sampling and Analysis Plan (SAP) is to provide guidance and <br /> document procedures for conducting a field sampling program which will result in the collection <br /> and analysis of representative samples of used oil collected from the 19 BNSF facilities selected <br /> for this evaluation. These procedures have been developed to ensure the following: <br /> • Samples will be collected in a consistent manner over time and space; <br /> • Samples will be identified, preserved, and transported in a manner to generate analytical <br /> data that are representative of the actual properties of the used oil; <br /> • Required documentation will be generated and maintained; <br /> • Data will be used to determine and further refine the understanding of the relative purity <br /> and hazardous characteristics of used oil; and <br /> • Information derived from this evaluation is intended to support the hazardous waste <br /> variance application to be submitted to the California Department of Toxic Substances <br /> Control (DTSC)for used oil. <br /> 2.0 SAMPLING METHODS <br /> TRC anticipates that the following field activities or sampling methods will be utilized during <br /> sampling at each of the designated sites. <br /> • Samples collected from ASTs will utilize sample ports on top or at the base of the tank, <br /> or hose from the transporter's truck tank for used oil generated from locations where <br /> wastewater treatment systems have processed the liquid waste stream prior to <br /> accumulation. Samples may be collected in pre-cleaned sample containers, large tank <br /> coliwasa, or similar sampling device as dictated by the tank size, condition, and access. <br /> • Samples collected from drums will be obtained using a clean coliwasa, drum thief, bailer <br /> or dipper. <br /> The personnel performing sampling activities will have proper contractor safety training, <br /> authorization, and photo identification as required by BNSF. Equipment used in sample <br /> collection is anticipated to include sample containers, coliwasa, drum thief, bailer, dipper, and <br /> cooler with ice. Personal protective equipment (PPE) to be utilized by field personnel during <br /> sampling activities will include hard hat, safety glasses, steel toed boots, safety vest, tyvek, and <br /> nitrile gloves. <br /> 2.1 Used Oil Sampling <br /> The collection of samples from a defined population is generally intended to follow a process to <br /> obtain a representative sample. Where more than one container of used oil is present, the <br /> sample will be collected randomly from a vessel containing used oil generated at the facility.
