Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />November 10, 2020 <br /> Facility Address: <br /> 711 W GRANT LINE RD, TRACY <br /> Facility Name: <br /> SPEE DEE OIL CHANGE & TUNE-UP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 601 CCR 66262.34(a) Stored hazardous waste on site longer than 90 days without a permit or authorization. <br />OBSERVATION: The following hazardous waste containers were found in brake lathe service area with an <br />accumulation start date of greater than 90 days or no accumulation start date: <br />-One 5-gallon bucket with brake lathe shavings observed with no accumulation start date. <br />REGULATION GUIDANCE: <br />(a) a generator may accumulate hazardous waste on-site for 90 days or less <br />(b) The beginning of the 90 day period is determined as follows: <br />(1) if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br />hazardous waste (listed in section 66261.33(e)) or one kilogram of extremely hazardous waste during any calendar <br />month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br />one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br />(2) if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br />waste or one kilogram of extremely hazardous waste during any calendar month, the 90-day period begins on the <br />first date on which any amount of hazardous waste begins to accumulate during that month. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br />compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br />disposal records to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br />were: <br />-One 5-gallon bucket with brake lathe shavings observed lacking contents, hazardous properties, physical state, <br />and accumulation start date. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words “Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
