Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />November 10, 2020 <br /> Facility Address: <br /> 711 W GRANT LINE RD, TRACY <br /> Facility Name: <br /> SPEE DEE OIL CHANGE & TUNE-UP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br />OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br />inspection records. <br />-Operator could not provide daily tank inspection records for one 500 gallon used oil tank. <br />REGULATION GUIDANCE: <br />(a) The owner or operator shall inspect, where present, at least once each operating day: <br />(1) overfill/spill control equipment (e.g., waste-feed cutoff systems, bypass systems, and drainage systems) to <br />ensure that it is in good working order; <br />(2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br />(3) data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br />gauges, monitoring wells) to ensure that the tank system is being operated according to its design; <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br />system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous <br />waste (e.g., wet spots, dead vegetation); and <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br />(c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br />subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections.
