Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />November 10, 2020 <br /> Facility Address: <br /> 711 W GRANT LINE RD, TRACY <br /> Facility Name: <br /> SPEE DEE OIL CHANGE & TUNE-UP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />-Operator could not provide consolidated manifest during routine hazardous waste inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 11-10-2017 to 11-10-2020 for <br />all hazardous waste including used oil, used antifreeze, used paper oil filters. Provide these records and a corrective <br />action statement to the EHD within 30 days. <br />This is a repeat violation, Class II. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />OBSERVATION: The following were observed in the used antifreeze storage area/ basement area: <br />-Saturated absorbent, saturated rags and oil stains observed on walls and floor underneath walk way for the used oil <br />collection bay closest to the wall. <br />-One used paper oil filter observed on floor underneath walk way for used oil collection bay. <br />The following were observed in the brake lathe service area <br />-Brake lathe shavings observed accumulating on one brake lathe machine, collection tray and floor located in the <br />brake lathe service area. <br />-Brake lathe shavings accumulating on one 5-gallon bucket with brake lathe shavings. <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br />waste constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately, clean stains, saturated absorbent/rags, and brake lathe shavings. Manage <br />the waste according to Title 22 California Code of Regulations for hazardous waste.
