Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />November 10, 2020 <br /> Facility Address: <br /> 711 W GRANT LINE RD, TRACY <br /> Facility Name: <br /> SPEE DEE OIL CHANGE & TUNE-UP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed in the used oil filter <br />accumulation area: <br />-One 55-gallon container with used paper oil filters observed with a non-secure lid. <br /> <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br />San Joaquin County Environmental Health Department within 30 days. <br />This is a repeat violation, Class II. <br /> 406 CCR 66261.7 Empty HW or HM container greater than 5 gallons not managed per this section. <br />OBSERVATION: The following was observed in the used oil filter accumulation area: <br />-One empty 55-gallon container observed with no empty date. <br />REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br />waste must be managed per Title 22 California Code of Regulations (CCR) section 66261.7. Refer to this section <br />and California Department of Toxic Substances Control guidance for more information. <br />CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br />within one year of that date. Manage the container per Title 22 CCR section 66261.7.
