R5-2008-0148 <br /> WASTE DISCHARGE REQUIREMENTS <br /> ISSUED TO <br /> LAWRENCE LIVERMORE NATIONAL SECURITY LLC <br /> AND <br /> THE U.S. DEPARTMENT OF ENERGY <br /> FOR <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY <br /> EXPERIMENTAL TEST SITE (SITE 300) <br /> SEWAGE EVAPORATION AND PERCOLATION PONDS <br /> SEPTIC SYSTEMS <br /> COOLING TOWER DISCHARGES <br /> MECHANICAL EQUIPMENT WASTEWATER DISCHARGES <br /> AND <br /> OTHER LOW-THREAT DISCHARGES <br /> ALAMEDA AND SAN JOAQUIN COUNTIES <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Regional Water Board) finds that: <br /> DESCRIPTION OF SITE <br /> 1. Lawrence Livermore National Laboratory Experimental Test Site (Site 300), <br /> occupies 10.4 square miles in the Altamont Hills of the Diablo Range, in T3S, <br /> R4E, MDB&M, most of which is in San Joaquin County. The western one- <br /> sixth of the site is in Alameda County. Site 300 is approximately 8.5 miles <br /> southwest of downtown Tracy and 17 miles southeast of Livermore, as shown <br /> on Attachment 1, a part of this Order. <br /> 2. Site 300 is owned by the United States Government and operated by <br /> Lawrence Livermore National Security, LLC, (hereafter jointly referred to as <br /> Discharger). <br /> 3. Site 300 was placed on the National Priorities List in 1990. Ongoing work to <br /> characterize and remediate contaminant release sites is conducted under the <br /> Comprehensive Environmental Response Compensation Liability Act <br /> (CERCLA) and a Federal Facilities Agreement. This work is supervised by <br /> Remedial Project Managers from the Regional Water Board, the California <br /> Department of Toxic Substances Control, the U.S. Environmental Protection <br /> Agency, and the U.S. Department of Energy. Discharges regulated by this <br />
