Phase I Environmental Site Assessment <br /> Proposed Mountain House Preschool and Multi-Purpose Buildings <br /> 54 West Conejo Court,Mountain House,CA <br /> Page 6 <br /> 3.3 VALUATION REDUCTION FOR ENVIRONMENTAL ISSUES <br /> The Client indicated that the purchase price reasonably reflects fair market value for the Site property(User <br /> Questionnaire, Appendix E). Although an evaluation of property value was not included or performed <br /> during this ESA,no valuation reduction for environmental issues was revealed during review of historical <br /> information. <br /> 3.4 OWNER,PROPERTY MANAGER,AND OCCUPANT INFORMATION <br /> Information obtained from the ParcelQuest indicated the current owner of the Site parcels as CATX Partners <br /> LLC since a sale in February 2020. <br /> 3.5 REASON FOR PERFORMING ASSESSMENT <br /> This Phase I ESA was performed to evaluate the Site for recognized environmental conditions pursuant to <br /> the ASTM Standard Practice E 1527-13 as part of the Client's due diligence process. The Site is being <br /> considered for development. <br /> 3.6 OTHER <br /> None noted. <br /> 4.0 RECORDS REVIEW <br /> 4.1 STANDARD ENVIRONMENTAL RECORD SOURCES <br /> Locations identified in the ASTM specified databases within the specified search radii are included in the <br /> EDR: 'Radius Map Report in Appendix C. <br /> The databases specified by ASTM are commonly subject to infrequent and partial updating. This is <br /> especially true of those locations that no longer warrant inclusion in a given database. It is therefore not <br /> unusual to fail to find supporting documentation for locations identified in the ASTM specified database <br /> search on file with local regulatory agencies. Some of the locations indicated in the EDR Report are mis- <br /> located and are not near the Site. Please refer to Section 3.2 for detailed summaries of the listed properties <br /> with significant information. <br /> 4.2 ADDITIONAL ENVIRONMENTAL RECORD SOURCES <br /> 4.2.1 San Joaquin County Environmental Health Division <br /> Addresses for the Site property and selected off-site properties identified in the government databases were <br /> submitted to the SJCEHD and the non-confidential portions of their files were researched. <br /> SJCEHD had no available records for the Site property other than described in Section 3.2. <br /> 4.2.2 California Environmental Protection Agency <br /> Publicly available records are available for listed properties and as described in Section 3.2.
