Phase I Environmental Site Assessment <br /> Neighborhood E <br /> Page 6 <br /> i <br /> 2.3 CURRENT USES OF THE PROPERTY <br /> The Site is used for agricultural purposes and is currently planted with corn and alfalfa, with some fallow <br /> fields. <br /> 2.4 DESCRIPTIONS OF STRUCTURES,ROADS,OTHER IMPROVEMENTS ON SITE <br /> Two single-lane dirt roads traverse the Site, the first from east to west through the center of the Site <br /> properties and the second from north to south on the eastern third of the Site properties. Another <br /> single-lane dirt road parallels Mountain House Creek northeast of the east-west road on the western third <br /> of the Site. A fourth single-lane dirt road constitutes the southern boundary of the Site, then turns north <br /> along the county line and continues along the southeastern side of the creek, finally connecting to the <br /> central east-west road. Mountain House Creek runs through the center of the Site flowing in a <br /> northeasterly direction. Along the southwestern portion of the lower Site property, which consists of the <br /> Alameda-San Joaquin County line and the Site boundary, is a lined irrigation canal. Concrete standpipes <br /> are located along the roads indicating underground conduits and pipelines. <br /> An older farmhouse and an outbuilding with a well inside are located on the east bank of the creek. To the <br /> east and to the south of the farmhouse are several small irrigation ponds. At the juncture of the north- <br /> south road and the center road is a 500-gallon diesel-containing aboveground storage tank (AST) and <br /> some farm equipment. Signs are posted for an underground telephone cable along the center road. <br /> Additionally, utility poles support overhead electrical power lines and a transformer marked as non- <br /> polychlorinated biphenyl (PCB) containing. Underground drainage pipes are indicated throughout the <br /> l area in the Preliminary Title Report contained in Appendix F. <br /> 2.5 CURRENT USES OF THE ADJOINING PROPERTIES <br /> The adjoining properties are used for agricultural purposes. Crops consist of alfalfa and corn. An older <br /> farmhouse, outbuilding, and well lie on the adjoining northeastern property along Mountain House Creek, <br /> which runs from the northeast to the southwest through this agricultural area. This property also has four <br /> ASTs, some parked farm equipment,two electrical transformers, and a construction office trailer. Further <br /> to the east and along Mountain House Parkway, another cluster of farm residences are situated. To the <br /> east, construction for a commercial and residential development is ongoing. A pole with a transformer <br /> marked as non-PCB containing was located along the east-west trending dirt road. There was no soil <br /> staining associated with the non-PCB containing transformer. The property to the north contains <br /> agricultural fields, an unlined irrigation canal, and a small cattle stockyard. The northwestern property is <br /> agricultural. West of the Alameda-San Joaquin County Line, a farmhouse with a well, a farmyard with <br /> two ASTs and farm equipment, and a canal are located along the east-west trending center road. To the <br /> southwest is another farm residence with dairy cattle in a stockyard. To the south are agricultural fields <br /> and pasture. <br /> 3.0 USER PROVIDED INFORMATION <br /> 3.1 TITLE RECORDS <br /> The Preliminary Title Report dated September 25, 2000, from Commonwealth Land Title Company, was <br /> reviewed as part of the Phase I ESA. The Preliminary Title Report, dated September 25, 2000, indicates <br /> that there are seven easements affecting portions of the Site. The Arnaudo Brothers Partnership owns all <br /> rights to oil, gas, minerals, and other hydrocarbon substances lying below a surface depth of 500 feet <br /> without the right of surface entry and an easement for access rights. Pacific Gas and Electric Company <br /> (PG&E) has an easement for a right-of-way of an electric transmission line. Mr. & Mrs. Frank Rogers <br /> have an easement for a 25-foot right-of-way. There are public rights for ingress and egress. The Byr <br /> iCONDOR <br />
