PHASE I <br /> ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> PROPOSED MOUNTAIN HOUSE PRESCHOOL <br /> AND MULTI-PURPOSE BUILDINGS <br /> APN 254-260-480 <br /> 54 WEST CONEJO COURT <br /> MOUNTAIN HOUSE, SAN JOAQUIN COUNTY <br /> CALIFORNIA <br /> December 2,2020 <br /> 1.0 INTRODUCTION <br /> CATX Partners, LLC (Client) retained Condor Earth (Condor) to conduct a Phase I Environmental Site <br /> Assessment (ESA) for Assessor's Parcel Number (APN) 254-260-480 (referred to hereinafter as "Site"), <br /> totaling approximately 3 acres. The Site is located at 54 West Conejo Court in Mountain House, California <br /> (Figures 1 and 2,Appendix A). The Site is being considered by the Client for development. <br /> The Phase I ESA was performed in accordance with the guidelines set forth in Practice E 1527-13,Standard <br /> Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, published <br /> November 2013 by the American Society for Testing and Materials (ASTM) and in accordance with the <br /> prevailing standard of care for completing such assessments in California at this time. Included is a <br /> discussion of the purpose for the work, a description of the Site and adjacent properties,a discussion of the <br /> information gathered from records, interviews, and Site visits, and Condors findings and conclusions. <br /> Figures referenced in the report are included with the appendices. Photographs of the Site are located in <br /> Appendix B. The results of researched ASTM-recommended government databases [Environmental Data <br /> Resources, Inc. (EDRF) Radius Map with GeoCheck®] are contained in Appendix C. Historical <br /> topographic maps, aerial photographs, Sanborn fire insurance maps, and city directories information are <br /> contained in Appendix D. The User questionnaire and Owner transaction screening questionnaire are <br /> contained in Appendix E.A copy of the Scope of Work is contained in Appendix F.The glossary of terms <br /> associated with an ASTM Phase I ESA is contained in Appendix G. <br /> 1.1 PURPOSE <br /> The purpose of the ASTM Phase I ESA is to conduct an appropriate inquiry into previous ownership and <br /> uses of the property to satisfy one of the requirements to qualify for the Landowner Liability Protections <br /> (LLPs) limitations on liability under the Comprehensive Environmental Response, Compensation and <br /> Liability Act (CERCLA) "landowner liability protections" or "LLPs". These potential environmental <br /> conditions are identified as recognized environmental conditions and historical recognized environmental <br /> conditions. (See Appendix G for definitions.) <br /> The goal of this assessment is not to demonstrate that no hazardous materials are present at the Site. The <br /> assessment is necessary, however, to complete "...all appropriate inquiry into the previous ownership and <br /> uses of the property consistent with good commercial or customary practice" [42 USC § 9601 (35) (B)]. <br /> The use of an environmental professional in the performance of this assessment will minimize <br /> environmental risks,but cannot completely eliminate these risks. <br /> �s <br /> :ir CONDOR <br />
