Phase I Environmental Site Assessment <br /> Proposed Mountain House Preschool and Multi-Purpose Buildings <br /> 54 West Conejo Court,Mountain House,CA <br /> Page 2 <br /> 1.2 USER RELIANCE,LIMITATIONS,AND EXCEPTIONS <br /> The scope of this project was presented in our proposal and contract number 8212A dated November 23, <br /> 2020 and subsequently approved by the Client(see Appendix F for Scope of Work). <br /> This ASTM Phase I ESA is thorough,but it is not intended to identify all potential concerns,or to eliminate <br /> all risk of the subject properties bearing some degree of environmental liability.Condor cannot and will not <br /> warrant or certify that the Site is free of contaminants because it is impossible to know if such a condition <br /> exists. Although risks can never be eliminated, more detailed and extensive investigations yield more <br /> information,thereby further minimizing risk. <br /> Land use, Site conditions(both on-site and off-site),and other factors will change over time. Site activities <br /> and regulations beyond Condor's control could change at any time after the completion of this report. Our <br /> observations, findings, and opinions can be considered valid only as of the date of the Site <br /> visit/reconnaissance, December 2, 2020. If any changes are made or errors found in the information used <br /> for this report,the interpretations and conclusions contained herein shall not be considered valid unless the <br /> changes or errors are reviewed by Condor and either appropriately modified or re-approved in writing. This <br /> report should not be relied upon after 180 days from the date of issuance (ASTM E 1527-13, Section 4.6). <br /> The property owner is solely responsible for notifying all governmental agencies, and the public at large, <br /> of the existence,release,treatment,or disposal of any hazardous materials observed at the Site,either before <br /> or during performance of Condor's services. Condor assumes no responsibility or liability whatsoever for <br /> any claim, loss of property value, damage, or injury which results from pre-existing hazardous materials <br /> being encountered or present on the project site, or from the discovery of such hazardous materials. <br /> Condor,as an independent contractor,has completed the ASTM Phase I ESA in accordance with the ASTM <br /> guidelines and with the customary state of the practice and the prevailing standard of care for completing <br /> such assessments for the state of California at this time. Condor shall not be subject to any express or <br /> implied warranties whatsoever. <br /> This report and other instruments or service are prepared and made available for the sole use of the officers <br /> and representatives of the Client.The contents thereof may not be used or relied upon by any other person(s) <br /> without the expressed written consent and authorization of the Client and Condor. <br /> 1.3 SIGNIFICANT ASSUMPTIONS <br /> An assumed northeasterly groundwater gradient direction was utilized when assessing the potential risk <br /> posed to the Site from off-site locations. This assumed groundwater gradient is based upon groundwater <br /> monitoring reports conducted as part of the Shell Pipeline remediation to the southwest. It should be noted, <br /> however, that groundwater gradients in this area have fluctuated significantly over time, and current <br /> gradient directions may not represent historic gradients. <br /> 1.4 SPECIAL TERMS AND CONDITIONS <br /> None noted. <br /> 2.0 SITE DESCRIPTION <br /> This section provides a brief description of the Site and surrounding areas.
