SA N d 0 A Q U IN Environmental Health Department <br /> COUNTY <br /> 6. A valid California Department of Tax and Fee Administration (CDTFA) number must be obtained and <br /> provided to EHD prior to fuel drop, and must be uploaded into CERS. <br /> 7. The following items must be completed prior to scheduling the final inspection: <br /> a. An accurate and drawn to scale as-built drawing, which indicates the location of the UST <br /> system (underground storage tanks, piping, auxiliary and monitoring equipment) with respect <br /> to buildings or other landmarks, per CCR 2711(a)(8), must be submitted to EHD. <br /> b. Copies of any required installation checklists (tank, etc.) must be submitted to EHD. <br /> c. The designated operator (DO) training requirement must be satisfied, per CCR 2715(f). <br /> d. Submit to the California Environmental Reporting System (CERS) all applicable hazardous <br /> materials, hazardous waste, and UST submittals. The submittal must be approved by EHD. <br /> 8. The installed UST system must be compliant with all applicable laws, regulations, and industry <br /> standards. All installation and testing shall be in compliance with manufacturer's instructions and CCR <br /> 2635 and 2636. All monitoring system components shall be listed in the State Water Resources <br /> Control Board's Local Guidance Letter(LG) 113. <br /> 9. All primary containment including any integral secondary containment system must be certified by an <br /> independent testing organization and labeled as required by the organization (California Code of <br /> Regulations Title 23 Chapter 16 (CCR) 2631(b); UL, ULC, ANSI, API, ASTM, etc. See CCR Table B <br /> for complete list.). Pursuant to Underwriters Laboratories Inc. (UL) listing requirements, only those <br /> products bearing the UL mark will be considered listed. ANY PART/PRODUCT NOT MARKED WITH <br /> THE UL LABEL OR ANOTHER LISTED TESTING ORGANIZATION WILL BE REJECTED. All <br /> secondary containment system which is not an integral part of the primary containment shall be <br /> designed and constructed according to an engineering specification approved by a state registered <br /> professional engineer or according to a nationally recognized industry code or engineering standard, <br /> per CCR 2631(d). <br /> 10. All metal components in direct contact with the ground, such as flexible connectors, swing joints, <br /> fittings, clamps, bands, and pumps, shall have adequate corrosion protection. <br /> 11. Install concrete of sufficient thickness over USTs and around sumps and dispensers, according to the <br /> manufacturer's written installation instructions and buoyancy calculations. <br /> 12. All tank top openings that are connected to the primary space of the UST must have secondary <br /> containment, audible/visual alarm, and be vapor tight or terminate at grade. <br /> 13. Sumps, including UDCs, must be constructed in a manner to prevent vapors from entering the backfill. <br /> 14. All secondary containment must be constructed to prevent water intrusion and must be continuously <br /> monitored as required under HSC 25290.1. <br /> 15. Chase piping must be VPH monitored and included in its respective product piping vacuum monitoring <br /> zone. All vacuum zone volumes must be accurately programmed and their volumes adequate for their <br /> respective vacuum sensors. All sensors must be installed to detect a leak at the earliest opportunity. <br /> 16. All appropriate test ports must be installed to facilitate frequent routine communication testing (e.g. at <br /> the beginning and end of each vacuum zone branch and inside brine filled sumps). No additional shut <br /> off valves should be installed between the monitored interstitial spaces and their respective sensors. <br /> 17. Overfill prevention shall satisfy CCR 2635(b)(2)(C), pursuant to the permit application. No ball floats <br /> shall be installed on vent lines to comply with overfill prevention requirements (Code of Federal <br /> Regulations, Title 40, section 280.20(c)) <br /> 3 of 4 <br />
