Schulte Road Logistics Center 4.1-43 <br />Threshold E: Would the Project result in cumulatively considerable air quality impacts? <br />Less-Than-Significant Impact. A project’s emissions may be individually limited but cumulatively considerable when <br />taken in combination with past, present, and future development within the SJVAB. If a project would result in a <br />significant impact based on the SJVAPCD annual thresholds of significance for criteria pollutants, then the project <br />would also be considered cumulatively significant. However, even if project emissions are below the annual <br />significance thresholds for criteria pollutants, the impact may still be cumulatively significant. For instance, if a <br />project results in criteria pollutant concentrations that exceed any of the federal health -based ambient air <br />concentration standards or causes a worsening of areas already exceeding those standards, the project’s impacts <br />would be considered individually significant and cumulatively significant. In addition, the combined emissions of a <br />project and cumulative development located within the same area could potentially cause or worsen an exceedance <br />of the concentration standards, whereby the project would have a cumulatively significant impact (SJVAPCD 2015a). <br />In regard to TACs, because impacts are localized and the SJVAPCD thresholds of significance for TACs have been <br />established at an extremely conservative level, risks that equal or exceed the individual thresholds of significance <br />are also considered cumulatively significant (SJVAPCD 2015a). No other cumulative risk thresholds would apply. <br />The SJVAPCD has not established cumulative significance thresholds regarding odor impacts. <br />As set forth herein, Project construction would not generate emissions that would exceed the SJVAPCD annual <br />thresholds; therefore, the Project’s cumulative impacts from construction would be less than significant. Because <br />the Project would exceed the Project-level thresholds for regional NOx emissions during operation, the Project’s <br />cumulative impacts with respect to such emissions would be considerable and significant. Project operation would <br />not exceed the cancer risk, chronic hazard index, or acute hazard index thresholds with implementation of <br />mitigation; therefore, the Project’s cumulative impacts with respect to impacts of TACs would be less than <br />significant. Furthermore, the Project’s construction odor impacts would be short term and would disperse rapidly, <br />and Project operation would not include land uses that generate odors. Therefore, Project construction and <br />operations would result in a cumulative odor impact that is less than significant. <br />4.1.5 Mitigation Measures <br />MM-AQ-1 Vehicle Miles Traveled Reduction Strategies. The Project shall implement a Transportation Demand <br />Management (TDM) Program to facilitate increased opportunities for bicycling and pedestrian <br />travel, as well as provide the resources, means, and incentives for ride-sharing and carpooling to <br />reduce vehicle miles traveled and associated criteria air pollutant emissions. The following <br />components shall be included in the TDM Program: <br />Bicycle and Pedestrian Travel <br />• Provide bicycle parking facilities of one bike rack space per 20 vehicle/employee parking <br />spaces or to meet demand, whichever results in the greater number of bicycle racks. <br />• Provide shower and locker facilities to encourage employees to bike and/or walk to work of <br />one shower and three lockers per every 25 employees. <br />Ride-Sharing and Commute Reduction <br />• Promote ride-sharing programs through a multi-faceted approach, such as designating a <br />certain percentage of parking spaces for ride-sharing vehicles, designating adequate
