Schulte Road Logistics Center 4.1-44 <br />passenger loading and unloading and waiting areas for ride-sharing vehicles, and/or providing <br />a website or message board for coordinating rides. <br />• Implement marketing strategies to reduce commute trips. Information sharing and <br />marketing are important com ponents to successful commute -trip-reduction strategies. <br />Implementing commute -trip-reduction strategies without a complementary marketing <br />strategy would result in lower vehicle miles traveled reductions. Marketing strategies may <br />include new employee orient ation of trip reduction and alternative mode options , event <br />promotions, and/or publications. <br />MM-AQ-2 Idling Restriction. The Project shall minimize idling time of all vehicles and equipment to the extent <br />feasible; idling for periods of greater than 5 minutes shall be prohibited. Signage shall be posted <br />at truck parking spots, entrances, and truck bays advising that idling time shall not exceed 5 <br />minutes per idling location. To the extent feasible, the tenant shall restrict idling emission s from <br />trucks by using auxiliary power units and electrification. <br />MM-AQ-3 Forklifts and Yard Trucks. During operation, the Project shall require that all forklifts be powered by <br />electricity or other zero-emission technology; if electric is not available or feasible, propane is <br />acceptable. All yard trucks shall meet Tier 4 Interim standards or better , or use zero-emissions <br />technology (e.g., electric, fuel-cell). <br />4.1.6 Level of Significance After Mitigation <br />Threshold A: Would the Project conflict with or obstruct implementation of the applicable air quality plan? <br />The Project would result in potentially significant impacts with regard to conflicting with or obstructing <br />implementation of an applicable air quality plan. Implementation of Mitigation Measure (MM-)AQ-1 through MM- <br />AQ-3 would reduce the Project’s impacts; however, impacts would remain significant and unavoidable. <br />Threshold B: Would the Project result in a cumulatively considerable net increase of any criteria pollutant for which <br />the Project region is non-attainment under an applicable federal or state ambient air quality standard? <br />Implementation of MM-AQ-1 through MM-AQ-3, listed under Threshold A above, would result in mitigated <br />operational emissions. Due to the lack of Project-specific information, the effectiveness from MM-AQ-1 and MM-AQ- <br />2 could not be quantified. The mitigated operational emissions are summarized in Table 4.1 -14. Details of the <br />emission calculations are provided in Appendix B. <br />Table 4.1-14.
