4.4 – Energy <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 4.4-12 <br />4.4.4 Impacts Analysis <br />Threshold A: Would the Project result in potentially significant environmental impact due to wasteful, inefficient, or <br />unnecessary consumption of energy resources, during Project construction or operation? <br />Less-than-Significant Impact. The Project would consume energy resources during construction and operation and <br />would intensify development on the Project site. <br />Electricity <br />Construction Energy Usage <br />Temporary electric power for as-necessary lighting and electronic equipment, such as computers inside temporary <br />construction trailers, would be provided by PG&E. The electricity used for such activities would be temporary, would <br />be substantially less than that required for Project operation, and would therefore have a negligible contribution to <br />the Project’s overall energy consumption. <br />Operational Energy Usage <br />The operational phase would require electricity for multiple purposes, including building heating and cooling, <br />lighting, electronics, electric pump, and electric forklifts. CalEEMod was used to estimate Project emissions from <br />electricity uses (see Appendix B for calculations). Default electricity generation rates in CalEEMod were used based <br />on the proposed land use and climate zone and were adjusted to reflect compliance with 2019 Title 24 standards. <br />In addition, the Project proposes use of a private well for water and an on-site septic system for sewage disposal. <br />The Project would operate a 22-kilowatt electric pump to pump water from the private well for water use. Water <br />consumption estimates for both indoor and outdoor water use were estimated using CalEEMod default values. <br />Electricity use for water supply were based on the electric pump rating, pump flowrate, electricity intensity factors <br />from CalEEMod for San Joaquin County, and the indoor and outdoor water use default values in CalEEMod. The <br />Project would operate 65 21-kilowatt indoor forklifts. According to these estimations, the Project would consume <br />approximately 4,011,106 kilowatt-hours per year (Appendix B). <br />For disclosure, in comparison, approximately 78 billion kilowatt-hours of electricity were used in PG&E’s service <br />area in 2019 (CEC 2020a). The energy demand calculations do not take into account all of the Project’s energy- <br />saving design features that would result in exceedances of the code requirements. The Project would implement <br />Project Design Features (PDFs), such as PDF-AQ/GHG-1 that involves designing buildings to achieve a minimum of <br />the Leadership in Energy and Environmental Design (LEED) Certified goa l identified by the LEED Green Building <br />Rating System to conserve resources, including energy and renewable resources . The Project would also implement <br />PDF-AQ/GHG-1, which involves installing 2%–3% skylights in warehouse buildings for natural lighting and reducing <br />electricity consumption from warehouse lighting. As such, the Project’s electricity use would be more efficient than <br />what is required, and would likely be even lower than the calculations presented above. <br />In summary, although electricity consumption would increase at the Project site due to implementation of the <br />Project, the Project would comply with the applicable energy standards and regulations and would implement <br />energy-efficiency PDFs. Construction electricity usage would be minimal relative to the Project’s overall energy <br />consumption. For these reasons, electricity consumption of the Project would not be considered inefficient, <br />wasteful, or unnecessary, and impacts would be less than significant.
