Schulte Road Logistics Center 4.5-39 <br />Highway Traffic Safety Administration; PM = particulate matter; RPS = Renewable Portfolio Standard; RTP/SCS = Regional <br />Transportation Plan/Sustainable Communities Strategy; SB = Senate Bill; SJCOG = San Joaquin Council of Governments; VOC = volatile <br />organic compound; ZEV = zero emission vehicle <br />As shown in Table 4.5-5, the Project would be required to comply with the various GHG-reducing regulations. <br />Project Consistency with the County’s General Plan <br />The County’s General Plan includes various goals and policies that promote the use of clean and renewable energy <br />sources, reduce waste, conserve water, and promote the efficient and sustainable use of energy. The Community <br />Development, Public Facilities and Services, Public Health and Safety, and Natural and Cultural Resources <br />Elements include goals and policies that result in benefits with reducing GHG emissions. Table 4.5 -6, Consistency <br />with County’s 2035 General Plan Policies, summarizes the Project’s consistency with the County’s policies. <br />Table 4.5-6. Consistency with County of San Joaquin’s 2035 General Plan Policies <br />General Plan Policies Project Consistency <br />LU-1.6: New Employment-Generating Uses. The <br />County shall direct new employment-generating <br />uses to locate within Urban and Rural <br />Communities and City Fringe Areas, at freeway <br />interchanges, and in other areas designated for <br />commercial or industrial development. The County <br />may allow employment-generating uses in other <br />unincorporated areas when development <br />proposal demonstrate that the project will not <br />conflict with adjacent uses and will provide: jobs <br />to County residents; adequate infrastructure and <br />services (i.e., water, sewer, drainage, and <br />transportation); and positive tax benefits to the <br />County. <br />Consistent. The Project is an employment-generating land <br />use located near Interstate 205 and Interstate 580, and is <br />designated for industrial development. The Project would <br />also provide additional employment opportunities in the <br />County, which reduces vehicle miles traveled for residents <br />who may otherwise be traveling outside the County for <br />employment. <br />LU-2.2: Sustainable Building Practices. The <br />County shall promote and, where appropriate, <br />require sustainable building practices that <br />incorporate a “whole system” approach to <br />designing and constructing buildings that <br />consume less energy, water, and other resources, <br />facilitate natural ventilation, use daylight <br />effectively, and are healthy, safe, comfortable, <br />and durable. <br />Consistent. The Project buildings would be designed to <br />achieve a minimum LEED certified goal identified by the <br />LEED Green Building Rating System to conserve <br />resources, including energy and renewable resources, as <br />detailed in PDF-AQ/GHG-1. Furthermore, implemented by <br />PDF-AQ/GHG-2, the Project would install 2%–3% skylights <br />in warehouse buildings for natural lighting and to reduce <br />electricity consumption from warehouse lighting. <br />ED-2.4: Green Economy: The County shall <br />encourage the development and expansion of <br />industries and businesses that rely on <br />environmentally-sustainable products and <br />services, such as renewable energy, green <br />building, clean transportation, water conservation, <br />waste management and recycling, and <br />sustainable land management. <br />Consistent. The Project buildings would be designed to <br />achieve a minimum LEED certified goal identified by the <br />LEED Green Building Rating System to conserve <br />resources, including energy and renewable resources, as <br />detailed in PDF-AQ/GHG-1. As implemented under PDF- <br />AQ/GHG-3 through PDF-AQ/GHG-5, the Project would <br />install conduit for future electric truck charging <br />capabilities, install conduit for 33 future EV charging <br />spaces, and designate 21 parking space for clean <br />air/EV/vanpool parking.
