Project Consistency with San Joaquin Council of Government’s Regional Transportation Plan/Sustainable Communities Strategy SJCOG’s 2018 RTP/SCS is a regional growth-management strategy that targets per-capita GHG reduction from passenger vehicles and light-duty trucks in the San Joaquin region pursuant to SB 375. In addition to demonstrating the region’s ability to attain and exceed the GHG emission-reduction targets set forth by CARB, the 2018 RTP/SCS outlines a series of policies and strategies to help balance investments that maintain the roadway system, enhance safety and provide congestion relief, and integrate technological advances as part of the transportation solut ion.
