Schulte Road Logistics Center 4.6-7 <br />City of Tracy <br />City of Tracy General Plan <br />The City of Tracy General Plan Noise Element includes as Objective N-1.2, Control Sources of Excessive Noise, Policy <br />P4, the requirement in new development projects that all construction in the vicinity of noise-sensitive land uses <br />(including residences) be limited to daylight hours or 7 a.m. to 7 p.m. Additionally, the following construction noise <br />control measures are required (City of Tracy 2011): <br />• Equip all internal combustion engine-driven equipment with intake and exhaust mufflers that are in good <br />condition and are appropriate for the equipment. <br />• Locate stationary noise-generating equipment as far as possible from sensitive receptors when sensitive <br />receptors adjoin or are in the vicinity. <br />• Utilize “quiet” air compressors and other stationary noise sources where such technology exists. <br />City of Tracy Municipal Code <br />Section 4.12.750, General Sound Level Limits, of the City of Tracy Municipal Code specifies 1-hour average sound <br />level limits by land use: <br />• Residential Districts: 55 dBA Leq 1-hour <br />• Commercial Districts: 65 dBA Leq 1-hour <br />• Industrial Districts: 75 dBA Leq 1-hour <br />• Agricultural: 75 dBA Leq 1-hour <br />• AMO Aggregate Mineral: 75 dBA Leq 1-hour <br />4.6.3 Thresholds of Significance <br />The significance criteria used to evaluate a project’s impacts related to noise are based on Appendix G of the <br />California Environmental Quality Act (CEQA) Guidelines. According to Appendix G of the CEQA Guidelines, a <br />significant impact related to noise would occur if a project would: <br />A. Result in generation of a substantial temporary or permanent increase in ambient noise levels in the vicinity <br />of the project in excess of standards established in the local general plan or noise ordinance, or applicable <br />standards of other agencies. <br />B. Result in generation of excessive groundborne vibration or groundborne noise levels. <br />C. For a project located within the vicinity of a private airstrip or an airport land use plan or, where such a plan <br />has not been adopted, within two miles of a public airport or public use airport, expose people residing or <br />working in the project area to excessive noise levels. <br />D. Result in cumulatively considerable noise impacts. <br />Threshold C was analyzed in the Initial Study (Appendix A) and was not carried forward for further analysis in this <br />Environmental Impact Report. See Chapter 5, Effects Found Not To Be Significant, for additional detail.
