4.7 – Transportation <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 4.7-6 <br />Local <br />City of Tracy General Plan <br />As noted above, the LOS and delay impact metric has been replaced by the VMT metric in the determination of <br />transportation impacts. Therefore, LOS goals and policies of the respective affected jurisdictions are not assessed <br />in this CEQA document. The LOS analysis contained in the TIA (Appendix F) has been prepared for use by the City <br />for informational purposes. The City of Tracy General Plan contains the following goals and policies applicable to <br />transportation and the Project (City of Tracy 2011). <br />Circulation Element <br />Objective CIR 1.1 Implement a hierarchical street system in which each street serves a specific, primary function <br />and is sensitive to the context of the land uses served. <br />Policy P3. The City shall continue to apply traffic mitigation fee programs to fund <br />transportation infrastructure, based on a fair share of facility use. <br />Policy P4. The City shall continue to participate in regional transportation funding decision, <br />including Measure K reauthorization, regional or countywide transportation fees, <br />and prioritization of State funded projects. <br />Objective CIR-1.4 Protect residential areas from commercial truck traffic. <br />Policy P1. Significant new truck traffic generating uses shall be limited to locations along <br />designated truck routes, in industrial areas or within ¼-mile of freeways. <br />4.7.3 Thresholds of Significance <br />The significance criteria used to evaluate the Project’s impacts to transportation are based on Appendix G of the <br />CEQA Guidelines. According to Appendix G of the CEQA Guidelines, a significant impact related to transportation <br />would occur if the project would: <br />A. Conflict with a program, plan, ordinance, or policy addressing the circulation system, including transit, <br />roadway, bicycle, and pedestrian facilities. <br />B. Conflict or be inconsistent with CEQA Guidelines section 15064.3, subdivision (b). <br />C. Substantially increase hazards due to a geometric design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment). <br />D. Result in inadequate emergency access. <br />E. Result in cumulatively considerable transportation impacts. <br />The following discusses specific significance criteria associated with the thresholds listed above. <br />Program, Plan, Ordinance, and Policy <br />The relevant plans, policies, and ordinances listed in Section 4.7.2 were analyzed for their applicability to the Project <br />under Threshold A.
