Schulte Road Logistics Center 4.7-5 <br />California Department of Transportation <br />As the owner and operator of the State Highway System, Caltrans implements established state planning priorities <br />in all functional plans, programs, and activities. Caltrans has the responsibility to coordinate and consult with local <br />jurisdictions when proposed local land use planning and development may impact state highway facilities. To <br />comply with SB 743, the Caltrans Transportation Impact Study Guide (Caltrans 2020a) replaced the Guide for the <br />Preparation of Traffic Impact Studies (Caltrans 2002). Per the 2020 Transportation Impact Study Guide, Caltrans’ <br />primary review focus is VMT, replacing LOS as the metric used in CEQA transportation analyses. Caltrans <br />recommends use of OPR’s recommended thresholds and guidance on methods of VMT assessment found in OPR’s <br />Technical Advisory (OPR 2018). In addition to VMT, Caltrans has developed an Interim Land Development and <br />Intergovernmental Review (LDIGR) Safety Review Practitioners Guidance, which may request a targeted operational <br />and safety analysis to address a specific geometric or operational issue related to the State Highway System and <br />connections with the State Highway System (Caltrans 2020b). <br />Regional <br />County of San Joaquin General Plan <br />As required by SB 743, the LOS and delay impact metric has been replaced by the VMT metric in the determination <br />of transportation impacts. Therefore, LOS goals and policies of the respective affected jurisdictions are not <br />assessed in this CEQA document. The LOS analysis contained in the TIA (Appendix F) has been prepared for use by <br />the County for informational purposes. The County of San Joaquin General Plan contains the following goals and <br />policies applicable to transportation and the Project (County of San Joaquin 2016). <br />Public Facilities and Services Element – Transportation and Mobility Section <br />Goal TM-3 To maintain a safe, efficient, and cost-effective roadway system for the movement of people and goods. <br />Policy TM-3.2 Urban Roadways. The County shall require, where feasible, new development in <br />Urban Communities to construction roadways to County standards and complete <br />streets principles, including curb, gutter, and sidewalks. Bike lanes shall be <br />required where feasible, for improvements identified in the San Joaquin County <br />Bicycle Master Plan. <br />Policy TM-3.3 Onsite Circulat ion Systems. The County shall require new development to <br />design on -site circulation systems and parking facilities to minimize backup on <br />County roadways. <br />Goal TM-4 To maintain and expand a safe, continuous, and convenient bicycle system and pedestrian network. <br />Policy TM-4.12 Sidewalk Design. The County shall require that sidewalks in Urban Communities <br />and City Fringe Areas be developed at sufficient width to accommodate <br />pedestrians in accordance with the American with Disabilities Act.
