Schulte Road Logistics Center 4.7-8 <br />• Regional Retail (>50,000 square feet): Total VMT per service population for trips taken by both workers <br />and visitors. <br />• Mixed-Use: Total VMT per service population. <br />• Other: Total VMT per service population for trips taken by both workers and visitors. <br />The County does not have established VMT thresholds; however, a draft of the County’s VMT Thresholds Study <br />recommends a similar approach to that provided in the OPR Technical Advisory (County of San Joaquin 2020a). <br />OPR recommends a 15% reduction from baseline VMT per capita or per employee for residential and work projects, <br />respectively (OPR 2018). The Project is a warehousing land use and therefore is an employment project. Therefore, <br />home-based work (HBW) VMT per employee metric was used in the assessment of VMT impacts. <br />The San Joaquin Council of Governments (SJCOG) Regional Travel Demand Model (RTDM) was updated in <br />December 2019, with a base year of 2015 and a forecast year of 2045. HBW vehicular trips were selected for <br />evaluation in the County’s VMT Threshold Study to estimate trips associated with work VMT and estimate an average <br />HBW VMT per employee (County of San Joaquin 2020a). The VMT Thresholds Study recommends 16.19 VMT per <br />employee as a threshold for VMT impacts, 15% below the County’s average HBW VMT per employee. <br />Although the VMT trips evaluated in the SJCOG RTDM would not be expected to change because baseline model <br />data is static, the California Statewide Travel Demand Model (CSTDM) was also used in this analysis because the <br />County’s VMT Threshold Study has not yet been adopted. The CSTDM is a statewide model; therefore, it contains <br />larger traffic analysis zones (TAZs) compared to regional models and provides a high-level VMT analysis. The CSTDM <br />has a base year of 2010, with a forecast year of 2040. Based on data provided in the CSTDM for San Joaquin <br />County, 15% below the County average home-based work VMT per employee is 12.27. <br />The Project would be considered to have a significant impact if the Project VMT per employee is greater than 16.19 per <br />the SJCOG RTDM, and 12.27 per the CSTDM. Table 4.7-1 summarizes VMT per-employee thresholds from both models. <br />Table 4.7-1. A significant impact would occur if truck traffic would not be able to <br />navigate the site due to insufficient driveway widths or curb radii, locations of Project driveways would interfere with <br />nearby driveways, or if vehicle queueing would impact on- or off-site vehicle operations.
