Schulte Road Logistics Center 4.7-9 <br />Emergency Access <br />The emergency access analysis evaluated whether the Project would comply with the County’s emergency access <br />and/or evacuation requirements, including those imposed by the fire department. A significant impact would occur <br />if the Project would not comply with Section 503.1 of the California Fire Code and the San Joaquin County Fire <br />Chiefs Association’s Fire Access Road Standards such that emergency vehicles would not be able to access the <br />Project site, <br />4.7.4 Impacts Analysis <br />Threshold A: Would the Project conflict with a program, plan, ordinance, or policy addressing the circulation system, <br />including transit, roadway, bicycle, and pedestrian facilities? <br />Less-Than-Significant Impact. As discussed below, the Project would not conflict with a program, plan, ordinance, <br />or policy addressing the circulation system, including transit, roadway, bicycle, and pedestrian facilities . <br />As required by SB 743, the LOS and delay impact metric has been replaced by the VMT metric in the determination <br />of transportation impacts. Therefore, LOS goals and policies of the affected jurisdictions are not assessed in this <br />CEQA document. The LOS analysis contained in the TIA (Appendix F) was prepared for use by the City of Tracy and <br />the County of San Joaquin for informational purposes only. The following are the programs, plans, ordinances, or <br />policies that are pertinent to the Project (County of San Joaquin 2016; City of Tracy 2011). <br />County of San Joaquin Public Facilities and Services Element – Transportation and Mobility Section <br />Goal TM-3 To maintain a safe, efficient, and cost-effective roadway system for the movement of people and goods. <br />Policy TM-3.2 Urban Roadways. The County shall require, where feasible, new development in <br />Urban Communities to construction roadways to County standards and complete <br />streets principles, including curb, gutter, and sidewalks. Bike lanes shall be <br />required where feasible, for improvements identified in the San Joaquin County <br />Bicycle Master Plan. <br />The Project would involve construction of roadway improvements consistent with County standards and complete <br />streets principles, including curb, gutter, and sidewalks along the Project frontage. Additionally, no improvements <br />to bicycle facilities are noted along Schulte Road, which is currently designated as a Class III Bike Route between <br />Hansen Road and Lammers Road. The Project would not impact the existing Class III bicycle facilities. <br />Policy TM-3.3 Onsite Circulation Systems. The County shall require new development to <br />design on -site circulation systems and parking facilities to minimize backup on <br />County roadways. <br />The Project would involve street improvements on Schulte Road, including the addition of a right-turn lane on <br />eastbound Schulte Road for both driveways, addition of westbound left-turn lanes along Schulte Road for both <br />driveways, and widening a portion of westbound Schulte Road. These measures would facilitate adequate on -site <br />circulation and sufficient site access for passenger vehicles and trucks, and would ensure efficient off-site <br />circulation on nearby roadway facilities to minimize backup on County roadways , consistent with County General <br />Plan Policy TM-3.3.
