Schulte Road Logistics Center 5-1 <br />5 Effects Found Not To Be Significant <br />Section 15128 of the California Environmental Quality Act (CEQA) Guidelines requires that an Environmental Impact <br />Report (EIR) briefly describe potential environmental effects that were determined not to be significant and, <br />therefore, were not discussed in detail in the EIR. The environmental issues discussed in the following sections are <br />not considered significant for the 14800 W. Schulte Road Logistics Center (Project). The reasons for these less- <br />than-significant impact or no impact determinations are discussed herein. <br />5.1 Aesthetics <br />Scenic Vistas <br />San Joaquin County is set within the greater San Joaquin Valley, with the delta and large expanses of generally flat, <br />agricultural lands and urban development framed by the foothills of the Diablo Range to the west and the foothills <br />of the Sierra Nevada to the east. According to the San Joaquin County General Plan, scenic resources within San <br />Joaquin County include waterways, hilltops, and oak groves (County of San Joaquin 2016). <br />The Project site is located in a generally flat area and is surrounded by industrial development to the south and <br />west and agricultural uses to the north and east. The Project would involve development of three, approximately <br />45-foot-tall warehouse buildings on a vacant site, which could potentially obstruct views of scenic resources if there <br />were scenic resources located within the vicinity of the Project site. However, no scenic resources identified by the <br />San Joaquin County General Plan (i.e., waterways, hilltops, or oak groves) are located within the vicinity of the <br />Project. Agricultural lands are located adjacent to the Project site; however, given the pres ence of the existing <br />industrial uses immediately south and west of the Project site, as well as the presence of industrial and residential <br />development in the greater Project area, the viewshed that the Project site is located within would not be considered <br />to contain expansive views of agricultural lands. The Project site is not located within a scenic vista nor would it <br />affect any local scenic resources. Therefore, the Project would have a less -than-significant impact with regard to <br />scenic vistas. <br />Scenic Resources <br />There are two officially designated state scenic highways in San Joaquin County: Interstate (I) 580 and I-5 (Caltrans <br />2020). I-580 is located approximately 1.5 miles southwest of the Project site. Views toward the Project site from I - <br />580 primarily consist of rolling hills covered in low grasses, agricultural uses, and industrial uses adjacent to the <br />Project site. Industrial uses adjacent to the Project site would block views of the Project from I-580, and rolling hills <br />intermittently block views toward the Project site. I-5 is located approximately 11.8 miles southeast of the Project <br />site. Due to distance, intervening terrain, and development, the Project site not visible from I-5. <br />In addition, the County of San Joaquin (County) has designated 26 roadways within San Joaquin County as local <br />scenic routes (County of San Joaquin 2016). The nearest locally designated scenic routes are I -580 and Corral <br />Hollow Road, which extends to the southwest from I-580 and does not have views of the Project site. Therefore, the <br />Project would have a less-than-significant impact associated with scenic resources within a state- or locally <br />designated scenic highway.
