Schulte Road Logistics Center 5-3 <br />Substantial Light or Glare <br />The existing lighting and glare conditions in the Project area are typical of a mixed industrial and agricultural area. <br />Existing sources of light and glare in the Project area are limited to indoor building lighting emanating from windows, <br />outdoor safety and parking lot lighting associated with adjacent and nearby industrial buildings, indoor and outdoor <br />lighting at rural residences, streetlights, and vehicles. The primary source of outdoor lighting in the Project area is <br />the City of Tracy, which has residential and commercial areas of higher density and brighter ambie nt lighting <br />conditions than the Project site and adjacent properties. <br />New lighting for the Project would include indoor and outdoor building lighting, parking lot lighting, and safety <br />lighting. County of San Joaquin Municipal Code Section 9-1025.6 sets forth provisions for outdoor lighting, outlines <br />standards for lighting adjacent to residential and commercial zones, and stipulates that no lighting can cause glare <br />on a street or alley. Adjacent properties to the Project site are zoned for industrial and agricultural use and do not <br />consist of residential or commercial uses. Further, the nearest residential land uses are located approximately 0.35 <br />miles to the northeast, and the nearest suburban residential area within the City of Tracy is located approximately <br />0.6 miles east of the Project site. All new lighting installed as part of the Project would be shielded and pointed <br />downward to prevent light spillover, consistent with Municipal Code Section 9-1025.6. Further, the Project would <br />not include any blinking, flashing, or extremely bright lighting. Therefore, the Project would have a less-than- <br />significant impact associated with light and glare. <br />5.2 Agricultural and Forestry Resources <br />Conversion of Farmland <br />According to the California Department of Conservation, the Project site is categorized as urban and built-up land, <br />and does not consist of Prime Farmland, Unique Farmland, or Farmland of Statewide Importance (Farmland). The <br />nearest Farmland is located immediate north and east of the Project site (CDOC 202 0). The Project site was <br />previously used for industrial uses and has not been used for agricultural uses since the 1980s (Partner 2018 a). <br />Therefore, the Project would have no impact associated with Farmland conversion. <br />The Project site is zoned General Industrial (I-G) and is not zoned for agricultural use (County of San Joaquin 2016). <br />The Project site is not located on lands enrolled in a Williamson Act contract (CDOC 2016), and surrounding land <br />primarily consists of non-enrolled and urban built-up land. Therefore, the Project would have no impact associated <br />with existing agricultural zoning or a Williamson Act contract. <br />The Project site is located in a mixed industrial and agricultural area, and land uses immediately surrounding the <br />site consist of agricultural and industrial uses. The site is zoned for general industrial use (County of San Joaquin <br />2019a) and was previously used as a biomass energy plant. Since the Project site has been previously used for <br />industrial uses, construction of the Project with new industrial uses would not result in the conversion of nearby <br />Farmland to non-agricultural uses. <br />Conversion of Forestlands <br />There are no forest resources or zoning for forestlands or timber land located on or near the Project site. The County <br />contains three native oak species that the County General Plan EIR identifies as forest land: valley oak (Quercus <br />lobata), blue oak (Quercus douglasii), and interior live oak (Quercus wislizeni).
