5 – Effects Found Not To Be Significant <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 5-4 <br />County is found in Oak Grove Regional Park and Micke Grove Park. Blue oak habitat is found in the southwestern <br />portion of the County in mid-to-upper elevations, between 500 and 3,000 feet, as well as scattered occurrences <br />throughout the northeast corner of the County. A variety of riparian habitats occur in narrow and mixed fragments <br />along creeks and rivers in the County, accounting for approximately 5,000 acres of land (County of San Joaquin <br />2014). There is no forestland on or near the Project site, and thus the Project would not result in the conversion of <br />forestland to non-forest use. Therefore, the Project would have no impact associated with forestland conversion, <br />forestland, or timberland. <br />5.3 Geology and Soils <br />Fault Rupture <br />The Alquist–Priolo Earthquake Zoning Act (Alquist–Priolo Act) requires the delineation of fault zones along active <br />faults in California. The purpose of the Alquist–Priolo Act is to regulate development on or near active fault traces <br />to reduce hazards associated with fault rupture. Alquist–Priolo Earthquake Fault Zones are the regulatory zones <br />that include surface traces of active faults. <br />According to the California Department of Conservation, the nearest active Alquist -Priolo Fault Zone to the Project <br />site is the Greenville Fault Zone, located approximately 9.8 miles southwest of the Project site (DOC 2020). In <br />addition, the Great Valley 7 Fault, considered an active fault by the state, is located approximately 4.4 miles south <br />of the Project site (CEG 2020). However, no faults are located below the Project site. As such, the potential for <br />surface rupture of an Alquist–Priolo Earthquake Fault on the Project site is very low. Therefore, no impacts <br />associated fault rupture would occur. <br />Seismic Ground Shaking <br />As previously discussed, the Project site is not located within an Alquist–Priolo Earthquake Fault Zone. However, <br />similar to other areas located in seismically active Northern California, the Project area is susceptible to strong <br />ground shaking during an earthquake, although the site would not be affected by ground sh aking more than any <br />other area in the region would be. <br />The Project would be required to comply with the most recent version of the California Building Code (CBC), which <br />contains universal standards related to seismic load requirements and is codified within the County of San Joaquin <br />Ordinance Code under Section 8-1000. In addition, pursuant to Section 9-905.11, Project implementation requires <br />preparation of a site-specific geotechnical investigation report by a state-registered geotechnical engineer. The site- <br />specific geotechnical investigation report includes an evaluation of on-site soils and their related potential to result <br />in seismic hazards, and if necessary, prescribes corrective measures to ensure structural stability in the event of <br />seismic activity. Pursuant to the Section 9-905, the recommended actions of a geotechnical investigation must be <br />incorporated into site preparation and construction. <br />A site-specific geotechnical investigation was prepared by Cornerstone Earth Group in February 2020 for the Project <br />and includes recommendations to ensure structural stability, including compaction requirements, removal of <br />existing fills and replacement with engineered fill, and foundation construction requirements (CEG 2020). <br />Compliance with the CBC and the engineering recommendations in the site -specific geotechnical investigation <br />report, which will be reviewed and verified by County staff, would ensure structural integrity in the event that seismic <br />ground shaking is experienced at the Project site. Therefore, impacts associated with seismic ground shaking would <br />be less than significant.
