5 – Effects Found Not To Be Significant <br />Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 5-10 <br />Fire Hazard <br />The Project site is not located within a Very High Fire Hazard Severity Zone (FHSZ) according to the Local <br />Responsibility and State Responsibility Area (SRA) maps by the California Department of Forestry and Fire Protection <br />(CAL FIRE). CAL FIRE has designated areas south and southwest of the Project site as being within a Moderate FHSZ <br />within a Local Responsibility Area (CAL FIRE 2020). <br />In addition, some undeveloped hillside areas in the Diablo Mountains south of I -580, approximately 3.7 miles <br />southwest of the Project site, are designated as being within a High FHSZ within an SRA (CAL FIRE 2020). These <br />ratings do not extend to the Project site, and the Delta Mendota Canal separates the Project site from these areas <br />to the south, which could function as a firebreak in the event of a wildfire, further lessening the potential for wildfire <br />to affect the Project site. Therefore, impacts associated with wildland fires would be less than significant. <br />5.5 Hydrology and Water Quality <br />Degradation to Surface or Groundwater Quality <br />Construction of the Project would include earthwork activities that could potentially result in erosion and <br />sedimentation, which could subsequently degrade downstream receiving waters and violate water quality <br />standards. Stormwater runoff during the construction phase may contain silt and debris, resulting in a short-term <br />increase in the sediment load of the municipal storm drain system. Substances such as oils, fuels, paints, and <br />solvents may be inadvertently spilled on the Project site and subsequently conveyed via stormwater to nearby <br />drainages, watersheds, and groundwater. <br />For stormwater discharges associated with construction activity in California, the State Water Resources Control <br />Board (SWRCB) has adopted the General Permit for Storm Water Discharges Associated with Construction and Land <br />Disturbance Activities (Construction General Permit) to avoid and minimize water quality impacts attributable to <br />such activities. The Construction General Permit applies to all projects in which construction activity disturbs 1 acre <br />or more of soil. Construction activity subject to this permit includes clearing, grading, and disturbances to the <br />ground, such as stockpiling and excavation. The Construction General Permit requires the development a nd <br />implementation of a SWPPP, which would include and specify water quality BMPs designed to prevent pollutants <br />from contacting stormwater and keep all products of erosion from moving off site into receiving waters. Routine <br />inspection of all BMPs is required under the provisions of the Construction General Permit, and the SWPPP must <br />be prepared and implemented by qualified individuals as defined by the SWRCB. <br />Because land disturbance for Project construction activities would exceed 1 acre, the Project applicant would <br />be required to obtain coverage under the Construction General Permit issued by the SWRCB prior to the start <br />of construction within the Project site. Specifically, the Construction General Permit requires that the following <br />be kept on site at all times: a copy of the Notice of Intent to Comply with Terms of the General Permit to <br />Discharge Water Associated with Construction Activity; a waste discharge identification number issued by the <br />SWRCB; a SWPPP and Monitoring Program Plan for the constructi on activity requiring the construction permit; <br />and records of all inspections, compliance and non -compliance reports, evidence of self -inspection, and good <br />housekeeping practices. <br />The SWPPP requires the construction contractor to implement water quality BMPs to ensure that water quality <br />standards are met and that stormwater runoff from the construction work areas do not cause degradation of water <br />quality in receiving water bodies.
