Main Street <br /> Stockton, CA 95202 <br /> RE: City of Escalon Wastewater Treatment Plant Sludge Handling Procedures and <br /> Treated Wood Waste Disposition. <br /> Dear Ms. Frase: <br /> Per your request, the following is a summary of sludge handling procedures utilized at <br /> the Escalon Wastewater Treatment Facility, in addition to the documented disposal of the <br /> identified treated wood waste uncovered during the October 2"d, 2008 EHD site <br /> investigation: <br /> The City of Escalon Wastewater Treatment Facility sludge handling procedures are dual <br /> in nature. Municipal Biosolids regulated under 40CFR503, a byproduct of human waste <br /> treatment is handled in one capacity, whereas, industrial tomato waste sludge/grit is <br /> handled in another. <br /> Industrial sludge/grit is accumulated in greater amounts than municipal biosolids. The <br /> city WWTF operates seasonal flows from Escalon Premier Brands and Eckert's tomato <br /> processing plants. The combination of these two plants can exceed over three million <br /> gallons ref processing «eater per day. 1,4tinicipal (Domestic) discharge to the treatment <br /> plant rarely exceeds three-quarters of a million gallons per day. Thus, accumulated <br /> sludge is much greater on the industrial side of our processes which is discrete from the <br /> municipal side. <br /> Every year during the late fall to early winter,two to three of the four Industrial tomato <br /> process water ponds are drained. Settled grit and tomato waste is then dried in the <br /> bottom by early spring to prepare the material for transport to adjacent empty pond#22 <br /> which is sub-divided into two areas to separate the two types of solid waste by a <br /> compacted berm or levy. <br /> Municipal (domestic) waste pends have only recently (fall of 2068) been drained; the <br /> municipal biosolids was partially dried and transported to the south side of pond#22. <br /> 1854 Main Street/P.O.
