City of Escalon �b <br /> (8 <br /> Wastewater Treatment �9.U`�Plant 6 r�f�cg <br /> Sludge Management Plan <br /> The City of Escalon operates a municipal wastewater treatment facility with an average flow of <br /> approximately.7 MGD. The treatment process consists of a series of ponds for treatment by <br /> aeration and a series of ponds used for percolation. The municipal system serves the City with a <br /> current population of 5,700 people. The municipal system generates approximately 160 cubic <br /> yards of sewage sludge per year. Ponds 5,6 and 9 have sludge accumulation requiring future <br /> sludge removal. When the sludge accumulates to an unacceptable level in the entry treatment <br /> ponds it will be managed as follows: <br /> Sludge removal will be accomplished by diverting municipal wastewater to an alternate pond and <br /> allowing the pond to dry. There is sufficient pond space down stream to accommodate a pond <br /> out of service. The dewatering operation will begin in the early spring where the warmer months <br /> with longer sun exposure will aid the drying time of the sludge. The ponds will be drained and <br /> sludge dried in place. Plant personnel will monitor daily operations for nuisance odors. Odors <br /> will be corrected by applying lime to the surface of the exposed sludge and monitored. Plant <br /> personnel will skim through the dried sludge and retrieve any undesired screenings. The sludge <br /> will be dried in the bottom of the pond. If necessary the sludge will be wind rowed to aid the <br /> drying process. <br /> The sewage sludge will be tested per requirements of 40 CFR.503. Once dried the sludge will be <br /> will either be mixed with green waste and composted on site,or trucked to a state approved <br /> disposal site. Composted sludge will be tested and monitored per state and local requirements. <br /> Compost will be used as a soil amendment within the City or made available to nurseries also for a <br /> soil amendment. The yearly sludge volume generated by the City's municipal system is not <br /> significant so it is expected that the sludge will be removed from the site within two years of <br /> dewatering. <br /> Sludge removal will begin in pond 5 with flow diverted to pond 6. When pond 5 is completed <br /> flow will be diverted back to pond 5 and ponds 6 and 9 will be scheduled for sludge removal by <br /> the same process. <br /> The industrial wastewater pond system receives uncontaminated waste from a local industry that <br /> processes tomatoes and another industry that processes bell peppers. This wastewater is treated <br /> in a separate series of ponds and percolation basins. At the end of the processing season in <br /> November there is a significant accumulation of solids in the four treatment ponds. These solids <br /> are removed from the ponds in the late spring prior to the processing season beginning in June. <br /> Because of the increased flows encountered this past season the volume of solids is significantly <br /> higher than in the past years. This material will be remove from the four treatment ponds and <br /> stockpiled just east of ponds 1 and 4. Since this material is not classified as sewage sludge it will <br /> be removed from the site and land applied. Because of the high nutrient value of these solids it is <br /> expected that it will be desirable for land application. <br />
