2.0 SITE CHARACTERIZATION AND JOB HAZARD ANALYSIS <br /> (in compliance with 29 CFR 1910.120(b)(4)(ii)(A), 1910.120(c) and 1910.120(i)) <br /> This section of the HASP identifies and describes safety and health hazards associated <br /> with site work. The purpose of characterization and job hazard analysis is to identify <br /> and quantify the health and safety hazards associated with each site task and <br /> operation, and to evaluate the risks to workers. With this information, risks are then <br /> eliminated if possible, or effectively controlled. The information contained in this section <br /> of the HASP is essential to effective preparation of all other sections of the HASP. This <br /> section of the HASP includes: <br /> • site history <br /> • job hazard analysis <br /> • chemical and biological hazard information <br /> • employee notification of hazards <br /> The person responsible for ongoing site characterization and job hazard analysis at this <br /> site is Patrick Riggs. <br /> 2.1 Site History <br /> The following paragraph summarizes the history of this site as it relates to the need to <br /> perform any post-emergency response cleanup. <br /> (The City of Escalon Wastewater Treatment Facility historically has utilized areas <br /> on or near the present Firing Range upgrade project for temporary storage of <br /> street sweeping material, in addition to concrete and asphalt rip-rap from city <br /> construction projects. Typical storm drain rubbish containing slow decaying or <br /> non-biodegradable materials such as plastics and glass are suspected artifacts <br /> of these activities. There has been no recorded history of bio-terrorist release of <br /> hazardous substances at this site. Past requirements have been directed by the <br /> San Joaquin County Environmental Health office to clean up recent surface <br /> dumping activities of city construction activity debris such as asphalt and <br /> concrete pilings. Previous efforts have successfully removed storm drain <br /> rubbish in the existing firing range area. There presently have been no sampling <br /> events conducted to determine the horizontal and vertical extent of past dumping <br /> activities at this location. The purpose of this investigation is to determine the <br /> location and impact to subsurface strata, and determine if monitoring <br /> requirements of any detected or suspected contaminants are necessary due to <br /> previous dumping activities) <br /> Chapter 2 - 1 <br />
