The EHD <br /> conducted a complaint inspection at the alleged facility on March 20,2003,and observed that Roos Ranches is utilizing <br /> roll-off trucks and bins to collect commercial/industrial waste from local agricultural businesses. The waste is then <br /> transported to the Lovelace Transfer Station in Manteca. <br /> This is in violation of San Joaquin County Ordinance Code,Chapter 2,Section 5-2202(b). This section requires that all <br /> persons desiring to collect or transport commercial or industrial solid waste shall possess a current valid County business <br /> license and also a valid Commercial/Industrial Solid Waste Collection License. The hauling operation is in violation of <br /> Title 14, California Code Regulation, Section, 17332 requires the operator to comply with any local government <br /> licenses, permits, or written approvals. The hauling operation is also in violation of Title 14, California Code of <br /> Regulation, Section, 17333 requires the hauling company to demonstrate that it has adequate financial resources and <br /> experience to properly conduct the operation authorized.
