Roos Ranches, Inc., 938 Frontage Road,Ripon June 6, 2003 <br /> Page 2 <br /> On or about April 4, 2003,the EHD received a phone call from Jeff Stuit of Roos Ranches. <br /> He indicated that he received the letter and would start to pull his bins. I indicated that if <br /> the EHD received any additional complaints,that we would follow-up on them. <br /> On April 15,2003, I spoke with the original complainant. He indicated that Ross Ranches <br /> was still doing business and placing new dumpster bins for customers. He also stated that <br /> he had a conversation with the investigating officer with the City of Ripon Police <br /> Department and that they were referring the matter to the City Attorney due to the lack of <br /> compliance from Roos Ranches. The EHD conducted an investigation and confirmed that <br /> Roos Ranches had placed new dumpster bins for solid waste collection and transportation at <br /> 6046 Woodward Ave.,Manteca and 20504 S. Highway 99 Frontage Road, Ripon. <br /> On April 17,2003, I received a phone call from the attorney for Roos Ranches. He stated <br /> that Roos Ranches would try to obtain a collector's license from the DPW. Again I stated <br /> that the letter they received from this office required that the collection and transportation of <br /> solid waste must be discontinued immediately. <br /> On April 18,2003, I spoke with Jeff Stuit of Roos Ranches. He indicated that the County <br /> Ordinance allows them to haul construction and demolition(C&D)waste without obtaining <br /> a hauler's license. I informed him that the Ordinance allows hauling C&D waste,but to <br /> keep in mind that the waste must be generated through the construction, destruction, or <br /> alteration of a building. Mr. Stuit indicated that he was not sure whether he would pursue a <br /> collector's license due to the application cost,but would continue to haul C&D waste. <br /> On April 23, 2003,the EHD received a fax from the complainant indicating new locations <br /> that Roos Ranches had provided dumpsters. Ted Tasiopoulis, REHS, of the EHD, <br /> conducted an investigation and determined that that Roos Ranches was still conducting <br /> business as a solid waste hauler in Ripon,with dumpsters found at 10871 W. Ripon Road, <br /> 12813 W. Ripon Road,and 12927 W. Ripon Roads. <br /> On April 24, 2003, I received a telephone call from Jeff Stuit of Roos Ranches. Mr. Stuit <br /> was surprised that the EHD was conducting follow-up inspections at locations where his <br /> bins had been placed. I reiterated that if the EHD received additional complaints we were <br /> going to follow-up. Again I reminded him that the EHD compliance letter I'd sent him <br /> required him to immediately discontinue collection and transportation of solid waste. Mr. <br /> Stuif indicated that he only has one truck for collecting the dumpster bins he has distributed <br /> and he has been busy. I explained that he should make it a priority. <br /> On May 6, 2003,Ted Tasiopoulis,RES,conducted a reinspection of the locations where <br /> the dumpsters had previously been found and determined that they had been removed. <br />
