Box 1429 <br />Lathrop, CA 95330 <br />Sent by Fax and Certified Mail <br />Re: Postclosure Land Use at the Windeler Ranch Glass Disposal Site (39 -AA -0012) <br />A quarry excavation application (PA -0600418 (QX)) was filed with the San Joaquin County Community <br />Development Department. The project site is located on the east side of Mossdale Road and includes the <br />property at 640 W Mossdale Road (APN 239-030-09), a closed disposal site identified as the Windeler <br />Ranch Glass Disposal Site. The disposal site operated from 1966 until 1982. <br />The EHD reviewed the quarry excavation application and determined that a site investigation should be <br />done before the start of the quarry operations pursuant to Title 27 California Code of Regulations §21100. <br />The exact location and composition of the disposal site waste is not known and the quarry excavation may <br />uncover the disposal site waste. Therefore, a site investigation is necessary to determine the horizontal <br />and vertical extent of the disposal site waste and identify the waste characteristics. <br />The major components of the site investigation work plan should include the: project objectives, sampling <br />plan, documentation and reporting, health and safety plan, and hazardous material (HazMat) and <br />unexploded ordinance (UXO) response. <br />The EHD recommends that the site be "clean closed" in accordance with a clean closure plan approved by <br />the E14D. Clean eiosure is the complete removal of all waste and waste residuals, including contaminated <br />soils. A clean closure is generally defined as being when waste materials and residuals are removed to a <br />point where remaining contaminant concentrations are at or below background levels or levels established <br />by the relevant regulatory agencies.
