Hewitt Road <br /> Linden, CA 95236 <br /> April 30, 2009 <br /> The closed landfill known as Peter's County Dump, currently operating as San <br /> Joaquin Rifle & Pistol Range, was inspected by San Joaquin County <br /> Environmental Health Department (EHD) and found to be in Violation of Title 27 <br /> California Code of Regulations §20750- Post Closure Site Maintenance and <br /> §20650- Grading of Fill Surfaces. These conditions have been documented on <br /> annual Inspection Reports since 2002. <br /> At an EHD office hearing with Christine Zador on February 20, 2008, it was <br /> agreed that efforts to bring the site into compliance would be made. A Work Plan <br /> to correct status of violations was submitted by the facility, and was approved by <br /> EHD in March of 2008. The Work Plan set a deadline of September 2008 for the <br /> facility to be in compliance. <br /> The facility provided documentation of clean up efforts on a regular basis. When <br /> the facility requested a six month extension in September 2008, the request was <br /> granted by EHD, with a new deadline of March 2009. With the removal of a <br /> majority of surface debris, the facility again requested a six month extension in <br /> order to find an affordable way to obtain the dirt with which to cover surfacing <br /> waste, as well as grade and slope the site to prevent ponding. <br /> On April 24, 2009, a site visit was made by Jenni Frase, Senior REHS, to <br /> document progress toward compliance. It was noted that 5 or 6 dump trucks full <br /> of clean dirt were brought to the site by Aqua Pool & Spa. This dirt, as well as dirt <br /> from two existing dirt berms on site, was used to construct a new dirt berm south <br /> of the existing rifle range, rather than cover and grading as put forth in the <br /> original Work Plan to address the existing violation. Per the facility Operator, the <br /> new berm will replace existing pistol range which is currently north of the office <br /> building. The construction of the new berm is a change in the Postclosure Land <br /> Use. <br />
