leanHarbor5
January 19, 2021 Page 2 of 7
Clean Harbors Quote #3660360
QUOTE CONDITIONS
The proposal is based on the following assumptions and site conditions. Any work which falls
outside of the assumptions will constitute work beyond the intended scope and be completed upon
mutually satisfactory terms.
Dear Mr. Krueg,
We are pleased to provide you with a Clean Harbors proposal for tank inspection at the Kraft Heinz
Seed Operation facility in Stockton, California.
SCOPE OF WORK
This proposal is for the on-site in-service verification of a 5,800-gallon tank and all related piping
and containment area integrity. This is a polyethylene constructed, open top design tank which rests
inside a concrete containment area and located outside (tank is covered with a tarp). Client records
show approximate age of twelve (12) years old (2009). It was relocated to its current site in 2012.
The scope of the inspection is to include:
1) Review prior formal and periodic inspections, repair alteration data and records of functionality
testing of alarms and equipment(ref. STI SP001, 6th Edition, Para. 7.1.3).
2) Record AST nameplate data, if available, and check the information included for accuracy against
actual conditions (ref. STI SP001, 6th Edition, Para. 7.1.4).
3) Visual inspection and evaluation per STI SP001 guidance. This shall include a direct visual
inspection of all accessible tank shell supports and nozzle welds.
4) Visual inspection of the foundation and document condition.
5) Visual inspection of the AST's supports (ref. STI SP001, 6th Edition, Para. 7.1.7)
6) Inspect and verify the operability of ancillary equipment, including all items identified in STI
SP001, 6th Edition, Para. 7.1.9.
7) Visual inspection of the bonding and grounding system (ref. STI SP001, 6th Edition, Para.
7.1.10).
8) Identify any high-level alarm mechanisms and gauges present in the tank. Where possible, verify
free movement of floats and attachments and external alarms.
9) Evaluation of secondary containment to include the drain and drain valves.
10) Check for liquids and Volatile Organic Compounds (VOC's) in the interstitial / secondary
containment space for double wall tanks, if applicable.
11) Ultrasonic (UT) testing of any transfer carbon steel piping at locations to be determined by the
inspector if applicable.
12) Visual (VT) verification and engineering evaluation per California DTSC regulations for
aboveground storage tanks containing used oils for purposes of establishing compliance with those
regulations. We will provide a full written report on the results of this visual verification, evaluation
and certification of the tank as suitable for continued service.
REPORT
The report shall include a summary of the inspection findings, applicable inspection checklists per
API 653 / STI guidance, CAD drawings illustrating the shell layout with location of significant
Q,"People and Technology Creating a Safer, Cleaner Environment"
